STANDING COMMITTEES

 

 

The Iberia Parish School Board shall create standing committees from its membership Members of the standing committees, with the exception of the Executive Committee, are appointed for one year by the President of the Board, and shall consider matters relating only to their duties as listed.  The Iberia Parish School Board shall have the following standing committees:

 

  1. Executive Committee

    The Executive Committee shall be composed of the President and three (3) other Board members, two (2) of whom will be the Vice-Presidents and one (1) of whom shall be a member at large elected by the Board.  The President shall serve as Chairman.  In the President’s absence, the ranking member of the committee will preside.

    This committee is established for the following purposes:

    Duties

 

    1. To act on matters that come under the province of the whole Board but that must be given immediate or emergency consideration when time does not permit the convening of the Board in special session.

    2. Action taken by the Executive Committee shall be final.

 

Restrictions

 

This committee shall not be assigned items that would properly come under the jurisdiction of other standing committees and when time would permit a committee recommendation to the Board for its consideration.

 

  1. Budget-Finance Committee

    This committee is established for the following purposes:

    Duties

 

    1. To consider fiscal matters and recommend to the Board as requested.

    2. To review staff reports relating to the operation of the Business Department as requested.

    3. To work with other Board committees as necessary on matters involving related concerns.

 

  1. Building Committee

    This committee is established for the following purposes:

    Duties

 

    1. To consider matters which require action pertaining to construction, maintenance, improvement to sites, buildings, and grounds, property evaluations, etc., and report to the Board.

    2. To consider policy and procedures in connection with the operations of the Maintenance Department and report to the Board.

    3. To work with other Board committees as necessary on matters involving related concerns.

 

  1. Textbook/Education Committee

    This committee is established for the following purposes:

    Duties

 

    1. To work with the School Board office staff, principals, and teachers to ensure that students have ample state-approved textbooks and other materials.  To review and recommend to the Board concerning selection of state-approved materials.

    2. To review mandates from outside agencies (Louisiana Department of Education, federal agencies) which must be responded to or implemented, and to make recommendations to the Board.

    3. To evaluate studies on educational matters as requested and make recommendations to the Board.  These studies may be those made by outside agencies, or may be Board-directed or administrative studies pertaining to the learning environment/experiences or pertaining to the development, evaluation, and/or modification of procedures and/or forms used by the system.

    4. To work with other Board committees as necessary on matters involving related concerns.

 

  1. Personnel/Grievance Committee

    This committee is established for the following purposes:

    Duties

 

    1. To consider matters involving requests, grievances, suggestions, etc., from persons or groups in the employ of the Board, if satisfaction has not been obtained through administrative channels, and to hear staff reports on these matters and recommend to the Board as requested.

    2. To consider matters involving grievances from parents or other persons not in the employ of the Board, if satisfaction has not been obtained through administrative channels, and to hear staff reports on these matters and recommend to the Board as requested.

    3. To review and report on matters involving the system’s personnel, such as hospitalization insurance and leave policies.

    4. To work with other Board committees as necessary on matters involving related concerns.

 

Requests for a hearing before the Grievance Committee must be submitted in writing and must include specific statements regarding the reason(s) the hearing is being requested.  The written request must be submitted at least ten (10) days prior to the date of the hearing.

 

  1. Drug/Alcohol/Health/Safety Committee

    This committee is established for the following purposes:

    Duties

 

    1. To review matters involving the health, well-being, and safety of employees and students and to recommend to the Board as requested.

      Examples:

 

      1. To receive staff reports on unsafe conditions or conditions or situations and make recommendations.

      2. To receive staff reports on all accidents as requested, to do necessary investigations and analyses, and report findings to the Board and staff for appropriate dissemination.

      3. To ensure appropriate dissemination of information relating to health and safety problems.

      4. To study evacuation, emergency, or other contingency plans of schools in case of disasters like fires, storms, etc., and make recommendations.

      5. To evaluate first aid training.

 

    1. To review staff reports on establishing safety programs, holding safety meetings, analyzing accident report forms, and the like, and to provide policy guidance to the staff as requested.

    2. To direct staff development of a safety manual to contain policies and procedures for those student and employee activities that may involve hazards to their health, well-being, and safety.

    3. To direct staff development of an Employee Benefits manual to contain policies and procedures related to insurance, leave, and retirement benefits, etc., so that employees can become familiar with that information.

    4. To work with other Board committees as necessary on matters involving related concerns.

 

  1. Purchasing Committee

    This committee is established for following purposes:

    Duties

 

    1. To consider matters related to the purchasing of materials, equipment, and supplies and to recommend to the Board as requested.

    2. To assist the Purchasing Department in studying purchasing methods in order to devise more efficient methods of operation to ensure quality purchases at lowest prices.

    3. To assist in the delegation of authority to ensure accuracy in expenditures.

    4. To encourage purchases from local vendors when materials are equal and cost justifiable.

    5. To work with other Board committees as necessary on matters involving related concerns.

 

  1. Transportation/Zoning Committee

    his committee is established for the following purposes:

 

    1. To consider staff recommendations which affect the transportation system or school zones and make recommendations to the Board as requested.

    2. To consider matters involving requests or suggestions from persons or groups regarding the public school transportation system, if the matter has not been resolved through administrative channels.

    3. To consider matters involving requests or suggestions from persons or groups regarding school zones, if the matter has not been resolved through administrative channels.

    4. To consider matters referred by the full Board regarding the transportation system and/or school zones.

    5. To work with other Board committees on matters involving related concerns.

 

  1. Insurance Committee

    his committee is established for the following purposes:

    Duties

 

    1. To receive recommendations from the School Board staff and insurance consultant regarding the various insurance needs of the district.

    2. Receive presentations from insurance representatives, review insurance coverage, receive quotes on various insurance plans.

    3. Make recommendations to the Board regarding employee and district insurance needs.

    4. To work with other Board committees as necessary on matters involving related concerns.
