BOARD COMMITTEES

 

 

The President, with Webster Parish School Board approval, shall authorize the creation of standing Board committees, to be charged with deliberations of certain issues as deemed necessary. Such committees shall be composed of members of the Board whose chairperson shall be appointed by the President. The President shall be given the option to change committee membership.

 

The President of the Board and the Superintendent shall be ex-officio members of all committees.

 

Standing committees of the Board shall be scheduled periodically, provided that the President, Superintendent, or committee chairpersons have the authority to call special meetings should the need arise.  Whenever possible, announcements of committee meetings will be made at meetings of the Board, and the time and place of meetings incorporated into the minutes for purposes of public announcements.

 

Other special committees may from time to time be appointed by the Board to study specific issues.  The membership of any special committees need not be restricted to members of the Board, but shall include such persons who may have knowledge or interest in the subject studied.

 

COMMITTEE MEETINGS

 

The agenda, time and date of committee meetings shall be tentatively set by the committee chairperson, pending discussion with and approval by both the Superintendent and Board President of any proposed agenda items and meeting date.  Once approved, the committee chairperson shall be notified prior to notification of other members.

 

All committee meetings shall be open to the public, except in those instances allowed as provided by state law.  A majority of the committee membership shall constitute a quorum for purposes of making recommendations or taking any action that has been previously authorized.

 

STANDING COMMITTEES

 

The Webster Parish School Board shall have the following standing committees:

 

  1. Executive and Administrative Committee

  2. Finance Committee

  3. Building and Grounds Committee

  4. Transportation Committee

  5. Instruction, Supervision and Curricula Committee

  6. Personnel Committee

  7. Insurance Committee

  8. Special Education Committee

  9. School Food Services Committee

 

Executive and Administrative Committee

 

The membership of the Executive Committee shall consist of the President of the Board, the Vice-President and the Chairman of the Finance Committee. (If the Vice-President also serves as Chairman of the Finance Committee, the President shall appoint a third member for this committee from the membership).

 

The following are the duties of this committee:

 

  1. To receive and make recommendations on matters that affect the policies of the Webster Parish School Board.
     

  2. To receive and act on matters that are not clearly within the province of any other committee.
     

  3. The committee may also have the authority to initiate and make recommendations to be considered by the entire Board that affect the welfare of Webster Parish Schools.
     

  4. This committee shall work in close cooperation with the Superintendent and his/her staff toward the efficient operation of the schools.
     

  5. This committee should work with the Superintendent in an advisory capacity in properly interpreting policies that the Superintendent may be confronted with from time to time.
     

  6. The Superintendent should attend all meetings of this committee.
     

  7. When it is not convenient for the President of the Board to attend the meetings of this committee, he/she shall designate a Chairman for this particular meeting only.

 

Finance Committee

 

The following are the duties of this committee:

 

  1. To receive and make recommendations to the entire Board on matters that involve finances of the Board.
     

  2. To assist the Superintendent in the preparation of the annual budget.
     

  3. In cooperation with the Superintendent to keep the entire Board informed as to the condition of the Board's finances.

 

Building and Grounds Committee

 

The following are the duties of this committee:

 

  1. To give close attention to all problems involving the school buildings and grounds of all schools of the parish.
     

  2. To work in close cooperation with the Supervisor of Maintenance in order to best promote the best use of buildings and grounds.

 

It is strongly suggested that this committee should visit each school in the parish at least once during the school session and more often if convenient and observe with a critical eye any unfavorable maintenance repair, or cleanliness factors.

 

Transportation Committee

 

The following are the duties of this committee:

 

  1. To become acquainted with Transportation rules and regulations for transporting students to and from school.
     

  2. To cooperate with the Supervisor of Transportation to provide maximum safety for the transportation of school children.
     

  3. To support the Supervisor of Transportation in developing rules and regulations for school bus operators.

 

Instruction, Supervision and Curriculum Committee

 

The following are the duties of this committee:

 

  1. To value instruction as the most important responsibility of the Webster Parish School Board.
     

  2. To work cooperatively with the parish supervisors so that the most effective materials and advanced methods of instruction will be available to the schools.
     

  3. To recognize that library materials and programs and other instructional materials are essential to the academic success of the students and schools.
     

  4. To be aware of the services provided by the Materials Center to the schools, staff, and students.
     

  5. To attend, collectively and individually, group meetings of teachers in which professional issues involving instruction, supervision, and curricula are discussed.
     

  6. To observe this limitation:  that its work shall be in a supportive role and shall not in any respect intrude into the professional field of the Superintendent and his/her staff.

 

Personnel Committee

 

The following are the duties of this committee:

 

  1. To recommend policies concerning the responsibilities of the personnel department.
     

  2. To monitor the operation of the personnel department through written and oral reports from the personnel supervisor.
     

  3. To encourage staff morale by establishing means by which members of the professional staff can be recognized for excellence and promoted on the basis of performance, competency, qualifications, fitness for the job and promise of future growth and development regardless of age, sex, religion, race, or natural origin.
     

  4. To review administrative actions and procedures taken before terminating an employee's services action when the performance or conduct of an employee is unsatisfactory in question.

 

Insurance Committee

 

The following are the duties of this committee:

 

  1. To review and make recommendations on insurance for all of the Board's transportation system, including buses as well as other vehicles owned by the Board.
     

  2. To make recommendations on all insurance coverage, additions, deletions and changes by the Board.

        

Special Education Committee

 

The following are the duties of this committee:

 

  1. To review Special Education policies and make recommendations to the entire Board on issues that involving children with disabilities in Webster Parish.
     

  2. To be acquainted with the Special Education Program and with the cooperation of the Supervisor of Special Education, recommend to the Board the most effective methods of instruction.
     

  3. To become informed of laws and regulations which govern children with disabilities of Webster Parish.
     

  4. To cooperate with the Supervisor and Superintendent in making recommendations to the entire Board as to the needs of children with disabilities in Webster Parish.

 

School Food Service Committee

 

The following are the duties of this committee:

 

  1. To become familiar with Bulletin 1196, Louisiana Food and Nutrition Programs Policies of Operation.
     

  2. To cooperate with the Supervisor and Superintendent in making recommendations as to the needs of the school food service program.
