ADMINISTRATIVE SALARIES

 

 

This School Board regulation establishes the administrative salaries for the following positions:  school principal, school assistant principal, director and supervisor.  These administrative salaries are effective on July 1, 2013 in accordance with the provisions of La. Rev. Stat. Ann. §17:418.

 

No administrator shall receive an increase in salary if an ineffective rating in the state evaluation program is received for the previous school year.

 

No individual’s salary will be reduced by the implementation of this salary schedule starting with the effective date of July 1, 2013.

 

The salary of an administrator in the 2012-13 fiscal year shall become the new base starting salary for the same position for implementation of the new administrative compensation plan in 2013-14.  The years of experience of each administrator shall be converted to steps for the purpose of placement on the new Administrative Base Salary Schedule.  Step placement will ensure the administrator in his or her current position will be able to achieve the same maximum salary offered under the previous Administrative Salary model at the end of his or her career, in the same manner as determined in the Certified Teacher Compensation Plan.

 

ADMINISTRATIVE BASE SALARY SCHEDULE

 

All salaries for administrators shall be calculated from a base administrator salary schedule.  The base administrator salary schedule shall be set based on the teacher salary schedule included in the most recent certified teacher compensation plan approved by the school board for a 240 day work contract.  The based administrator salary schedule shall contain the same structure as the teacher salary schedule in regards to degrees and steps.

 

The salary for each degree level and step is to be calculated by subtracting the fixed amount of any sales tax supplements (currently $5,500) included in the base teacher salary from the corresponding salary amount for degree and step on the teacher salary schedule; then divide the result by the 182 days of a teacher’s contract; and then multiply the by the 240 days of a 12-month administrator’s contract.  This calculation sets the base administrator salary schedule.  The sales tax supplement is excluded from the base because the factors were established to also compensate for the amount of the fixed sales tax supplement.

 

The future advancement of steps on the base administrator salary schedule shall be determined by same the effectiveness criteria set forth in the Certified Teacher Compensation Plan for certified teachers starting in 2013-14.

 

The grandfathering provision and timeline for earning advanced degrees established in the Certified Teacher Compensation Plan will also apply to administrators who started an advanced degree program prior to July 1, 2013.

 

ADMINISTRATIVE EXPERIENCE FACTOR

 

Each administrator shall have an administrative experience factor of .005 added to the administrative Position Factor (described below) for each effective year of administrative experience in the Ouachita Parish School System.  The maximum number of administrative years of experience that can be earned is 35 years for a total add-on factor of 0.175.

 

The total factor for administrative years of experience paid to administrators in the 2012-13 fiscal year shall be considered effective years of administrative experience.  Starting with the 2013-14 fiscal year the administrative experience factor will be added based on same effectiveness criteria set forth in the Certified Teacher Compensation Plan.

 

ADVANCED DEGREES STEP INCREASE

 

Each administrator who holds a minimum advanced degree of a Master’s +30, or equivalent, will receive the Advanced Degree Step provided to certified teachers in the same manner as provided to certified teachers in the Certified Teacher Compensation Plan.  An administrative adjustment will be made by multiplying the Advanced Degree Step for certified teachers by the Contract Conversion Ratio and the total of the Position Factor and Administrative Experience Factor for each administrative position.  The adjusted Advanced Degree Step will then be added to the administrative salary determined after all factors and ratios have been applied.

Principals

 

To compute the salaries for principals, first determine placement salary on the Administrative Base Salary Schedule at the appropriate degree and step.  Then add the annual Advanced Degree Step amount, if applicable, to compute a total base salary.  Identify the appropriate Position Factor listed below for the school configuration and student enrollment.  Student enrollment is based on the official October 1 student membership count of the prior school year, which excludes preschool students.  Then add the administrative experience factor for the appropriate number of years of effective administrative experience to arrive at a total factor to be applied to the total base salary.  Multiply the total factor by the total base salary to determine principal salary for the new year.

Assistant Principals

 

To compute the salaries for assistant principals, first determine placement salary on the Administrative Base Salary Schedule at the appropriate degree and step.  Then add the annual Advanced Degree Step amount, if applicable, to compute a total base salary.  Identify the appropriate Position Factor listed below for the school configuration.  Then add the administrative experience factor for the appropriate number of years of effective administrative experience to arrive at a total factor to be applied to the total base salary.  Multiply the total factor by the total base salary to determine assistant principal salary for the new year.

Performance Stipends:

 

  1. Effective Proficient/Highly Effective Performance Rating - Each administrator is eligible to receive the same performance stipend as provided to certified teachers according to the same provisions in the Certified Teacher Compensation Plan in addition to the salary computed above.

  2. Significant Achievement – Each administrator is eligible to receive an additional stipend amount of up to $200 for a significant achievement in addition to the salary compute above.  The criteria for the significant achievement shall be established by the Superintendent.  However, until such time specific criteria for determining a significant achievement can be established, this stipend shall remain an inactive part of the administrative compensation plan.

 

Administrative Appointments, Promotions and Transfers.

 

Placement on an administrative salary schedule when appointed or promoted to an administrative position or when transferring from one administrative position to another will no longer be based on equal number of years of service or an equal number of steps awarded on the previously assigned administrative schedule.  Placement will be relative to the current salary level of the appointee/administrator and a reasonable increase in salary with room for advancement when placed on a new administrative schedule.  Placement on the administrative salary schedule, or adding an additional supplement thereto, will be at the discretion of the Superintendent and will take into consideration factors such as pay in regards to other similarly placed administrators, job demands, level of staff management, and other criteria as deemed appropriate in assessing need and level of service required.  All decisions regarding pay made by the Superintendent are final.
