JEFFERSON DAVIS PARISH SCHOOL BOARD
DECEMBER 19, 2019
The Jefferson Davis Parish School Board met in regular session at Welsh Elementary School, 222 E. Bourgeois Street, Welsh, LA 70591, on Thursday, December 19, at 10:00 a.m., with the following School Board members in attendance: President, Phillip Arceneaux, Members, Jason Bouley, Charles Bruchhaus, Malon Dobson, David Doise, Terry Leger, James Segura, Jody Singletary, Denise Perry and David Troutman. Absent: Greg Bordelon, David Capdeville and Donald Dees.
The meeting was opened by President, Phillip Arceneaux, with an invocation by Welsh Elementary Student of the Year, Rylee Hoke, followed by the Pledge of Allegiance to the U.S. flag led by Welsh Elementary and Parish Elementary Teacher of the Year, Ms. Regan Troutman.
Motion by Mr. Segura, seconded by Mr. Dobson and unanimously carried to approve the School Board minutes of the Regular Meetings on October 17, 2019 and November 21, 2019.
Motion by Mr. Doise, seconded by Mr. Leger and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed.
RECOGNITIONS OR PRESENTATIONS:
Welcome by Welsh Elementary Principal, Amy Treme. Presentation by Welsh Elementary School.
ELECTION OF 2020 SCHOOL BOARD PRESIDENT AND VICE-PRESIDENT.
President Arceneaux turned the meeting over to Superintendent Credeur for election of School Board President.
Board Superintendent, Kirk Credeur, called for nominations for the office of School Board President. It was moved by Mr. Troutman and seconded by Mr. Segura to nominate Mr. Singletary. It was moved by Mr. Dobson and seconded by Mr. Doise, and unanimously carried that nominations cease. Mr. Singletary was elected unanimously to serve as 2020 Board President.
Board President, Arceneaux, called for nominations for the office of School Board Vice-President. It was moved by Mr. Singletary and seconded by Mrs. Perry to nominate Mr. Segura. It was moved by Mr. Bouley and seconded by Mr. Doise, and unanimously carried that nominations cease. Mr. Segura was elected unanimously to serve as 2020 Board Vice-President.
FINANCE COMMITTEE:
The following recommendations were made by Mr. David Troutman, Finance Committee Chairman, that the School Board:
Grant permission to EHS F.A.C.S. program to accept a $3,699.00 donation from The Coushatta Tribe of Louisiana. Funds to be used to help defray expenses for A Niche Embroidery machine. Motion seconded by Mr. Bruchhaus and unanimously carried.
Grant permission to EHS to accept a $271.00 donation from School Board Member, Charles Bruchhaus. Funds to be used to buy a Chrome book to be used by EHS students. Motion seconded by Mr. Doise and carried with Mr. Bruchhaus recused from voting.
Grant permission to LAHS to accept $910.00 donation from LAHS Class of 1969. Funds to be used by LAHS for Professional Learning Center (PLC) presentation equipment. Motion seconded by Mr. Dobson and unanimously carried.
Grant permission to JHS football team to accept the following donations:
1. Jennings Quarterback Club $2,436.22
2. Jennings Alumni $2,436.22
For 2 charter buses to CHS in Monroe for bi-disrict playoff game.
3. Ms. Medley McBride $ 500.00
Help with Team Meal
4. Jennings Quarterback Club $4,138.20
For 2 charter buses to McDonogh #35 in New Orleans for semi-final
Motion seconded by Mr. Dobson and carried with Mr. Segura recused from voting.
Grant permission to JWES, JES and JHS to purchase on state contract a second round of technology implementation to meet the needs of teachers, students, and digital curricula.

Grant permission to JHS to accept the quote of $27,906.00 from Sylvan Systems to upgrade and add a Security Camera System. Other quotes received from Interface $58,360.00 and ADT $54,899.00) Motion seconded by Mr. Segura and unanimously carried.
Motion by Mr. Segura and seconded by Mr. Leger to Table the following Motion:
Grant permission to JHS to accept the quote of $8,350.00 from GrayBar to purchase LED Bulbs for the parking lot lighting project. Other quote received from Tri-Parish Electrical Supply $8,869.00). The JDPSB Maintenance Department will install lights.
Grant permission to EES to accept a $271.00 donation from School Board Member, Charles Bruchhaus. Funds to be used to buy a Chrome book to be used by EES students. Motion seconded by Mr. Doise and unanimously carried.
Grant permission to HHS to accept a $500.00 donation from District Attorney Michael Cassidy and a $300.00 donation from Attorney Kevin Millican. Funds to be used to help pay for a Cyber Responsibility Assembly by Breakthroughs, Etc. Motion seconded by Mr. Doise and unanimously carried.
Grant permission to HHS to accept a $21,000 donation from Hathaway Little Dribblers. Funds will be used to help pay for a new awning in the bus drop off/car pickup area in front of the school. Motion seconded by Mr. Doise and unanimously carried.
Grant permission to HHS to accept the quote of $43,200.00 from Affordable Structures for a new canopy on the front of the school. Other quote received from Jason Smith $49,509.20 and Savant Construction $52,350.00. Bid was solicited from Dupre Construction but none received.To be paid with a $21,000.00 donation from Little Dribblers and balance from Maintenance #3 Contingency. Motion seconded by Mr. Doise and unanimously carried.
Grant permission to WHS to accept a $1,000.00 donation from the Greyhound Backers. Funds to be used to purchase equipment and supplies for softball. Motion seconded by Mr. Segura and unanimously carried.
Grant permission to EES to accept a $1,000.00 grant from Wal-Mart. Grant funds to be used toward technology. Motion seconded by Mr. Bruchhaus and unanimously carried.

NEW BUSINESS:
Motion by Mr. Leger, seconded by Mr. Segura to approve Jessica Touchet as a non-faculty WRJH coach upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Bouley, seconded by Mr. Dobson to consider and take action with respect to adopting a resolution providing for canvassing the returns and declaring the result of the special election held in School District No. 1 (Lake Arthur) of the Parish of Jefferson Davis, State of Louisiana, on Saturday, November 16, 2019, to authorize the renewal of a special tax therein.
President called for a roll call vote:
Yays: Phillip Arceneaux, Jason Bouley, Charles Bruchhaus, Malon Dobson, David Doise, Terry Leger, James Segura, Jody Singletary, Denise Perry and David Troutman.
Nays: None.
Absent: Greg Bordelon, David Capdeville and Donald Dees.

Motion by Mr. Doise, seconded by Mr. Bouley to consider and take action with respect to adopting a resolution providing for canvassing the returns and declaring the result of the special election held in School District No. 3 (Hathaway) of the Parish of Jefferson Davis, State of Louisiana, on Saturday, November 16, 2019, to authorize the renewal of a special tax therein.
President called for a roll call vote:
Yays: Phillip Arceneaux, Jason Bouley, Charles Bruchhaus, Malon Dobson, David Doise, Terry Leger, James Segura, Jody Singletary, Denise Perry and David Troutman.
Nays: None.
Absent: Greg Bordelon, David Capdeville and Donald Dees.

Motion by Mr. Bruchhaus, seconded by Mrs. Perry to consider and take action with respect to adopting a resolution providing for canvassing the returns and declaring the result of the special election held in the School District No. 22 (Elton) of the Parishes of Jefferson Davis and Allen, State of Louisiana, on Saturday, November 16, 2019, to authorize the incurring of debt and issuance of bonds therein.
President called for a roll call vote:
Yays: Phillip Arceneaux, Jason Bouley, Charles Bruchhaus, Malon Dobson, David Doise, Terry Leger, James Segura, Jody Singletary, Denise Perry and David Troutman.

Motion by Mr. Bouley, seconded by Mr. Troutman and unanimously carried to consider and take action with respect to adopting a resolution ordering and calling a special election to be held in Welsh-Roanoke Consolidated School District No. One (1) of Jefferson Davis Parish, Louisiana, to authorize the incurring of debt and issuance of bonds therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.

Motion by Mr. Dobson, seconded by Mr. Bouley to consider and take action with respect to adopting a resolution ordering and calling a special election to be held in Sales Tax District No. 2 (Welsh) of the Parish School Board of the Parish of Jefferson Davis, State of Louisiana, to authorize the levy of a sales and use tax therein; making application to the State Bond Commission in connection therewith; and providing for other matters in connection therewith.

Motion by Mr. Troutman, seconded by Mr. Leger and unanimously carried to grant authorization from board to use current signature plates as the signing authority on all checks and accounts until new plates are issued following the new board election of officers.
