JEFFERSON DAVIS PARISH SCHOOL BOARD

The Jefferson Davis Parish School Board met in regular session at 203 E. Plaquemine Street, Jennings, LA 70546, on Thursday, August 17, 2017 at 6:00, with the following School Board members in attendance: President, Jason Bouley, Vice-President, Phillip Arceneaux, Members, Greg Bordelon, Charles Bruchhaus, David Buller, David Capdeville, Donald Dees, David Doise, Malon Dobson, Robert Menard, James Segura, Jody Singletary and David Troutman. Absent: None.
The meeting was opened by President Bouley, with an invocation by Lacassine High 10th grader Natalie Clemmons, followed by the Pledge of Allegiance to the U.S. flag led by Mr. Singletary.
Motion by Mr. Buller, seconded by Mr. Troutman and unanimously carried to approve the School Board minutes of the regular meeting of July 20, 2017 and the minutes of the Special meeting on August 3, 2017.
Motion by Mr. Bordelon, seconded by Mr. Singletary and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed.
RECOGNITION OR PRESENTATIONS:
Congratulations to Lacassine High 2017 Division II Girls Golf Champions. Coach Tisha Whittington. Golfers: Daphney Tilton - Sophomore (Selected for Louisiana All-State), Carly Whittington - Freshman (Selected for Louisiana Tri-State) and Natalie Clemmons - Freshman. Golf is only divided into 2 divisions for the entire state. Both public and private compete against each other. LHS was the only Public School Team that qualified to compete in Division II. Division II is both public/private 3A, 2A, 1A, B & C schools. Division I is both public/private 4A/5A. This was LHS first year to have a golf team.
FINANCE COMMITTEE RECOMMENDATIONS: The following motions were made by Mr. Phillip Arceneaux, Finance Committee Chairman, that the School Board:
Grant permission to Hathaway High to accept a $850.00 donation from Pfizer. Funds to be used as follows:
1. SWPBIS $350.00
2. HHS Varsity Cheerleaders $250.00
3. HHS Agriculture Department $250.00
Motion seconded by Mr. Doise and unanimously carried.
Grant permission to Lake Arthur High School to accept a $4,000.00 donation from Jeff and Amy Moore. Funds to be used for the LAHS Basketball program to offset expenses. Motion seconded by Mr. Dobson and unanimously carried.
Grant permission to Superintendent to advertise and hire one additional Carpenter and one additional carpenters helper. Motion seconded by Mr. Menard and unanimously carried.
Adopt the 2017-18 Jefferson Davis Parish School Board Annual Operating Budget and the accompanying Budget Resolution. A public hearing was held on Tuesday, August 15, 2017 at 4:00 p.m. in the Board Room as required by law.
BUDGET RESOLUTION
Resolution adopting an Operating Budget of Revenues and Expenditures
for the General and Special Revenue Funds,
for the Fiscal Year beginning July 1, 2017 and ending June 30, 2018.
BE IT RESOLVED by the Jefferson Davis Parish School Board in general session convened that:
SECTION 1: The attached detailed estimates of revenues for the Fiscal Year ending June 30, 2018, be and the same is hereby adopted to serve as an Operating Budget of Revenues, for the General Fund, Special Revenue - Maintenance Funds, and the Special Revenue - Federal Funds during the same period.
SECTION 2: The attached estimates of expenditures by departments for the Fiscal Year ending June 30, 2018, be and the same is hereby adopted to serve as a Budget of Expenditures, for the General Fund, Special Revenue - Maintenance Funds, and the Lunch Fund during the same period.
SECTION 3: The adoption of the Operating Budget of expenditures be and the same is hereby declared to operate as an appropriation of the amount herein set forth within the terms of the budget classification for the General Fund, Special Revenue - Maintenance Funds, and the School Lunch Fund.
SECTION 4: The appropriation for all other Special Revenue - Federal Funds Budgets presented herein shall be in accordance with budgetary expenditure limits and classifications approved by the Department of Education, the State Board of Elementary and Secondary Education, or any other appropriate state or federal agency, with such approval by these agencies representing full permission to expend funds accordingly.
SECTION 5: Each school within the parish has permission to expend its own funds for the normal operating needs of the school, including individual purchases in excess of $4,000, without first seeking approval from School Board so long as all other fiscal policies of the School Board are followed.
SECTION 6: Amounts are available for expenditure only to the extent they are included within the 2017-2018 budget.

Grant permission to Lacassine High and the Child Nutrition Program to purchase from Teacher’s Pet at a cost of $17,360.00 ($1,085.00 each) sixteen 12 foot tables for the Cafeteria. Other quotes received from LA School Equipment ($1,561.20 each) and Virco ($962.09 each). Teacher’s Pet was chosen due to installation and set up being included in their price and a better lead time than Virco. Virco would drop ship to warehouse. To be paid one-half from Child Nutrition and one-half from Lacassine High Maintenance. Motion seconded by Mr. Singletary and unanimously carried.
Grant permission to Lake Arthur High to purchase on State Contract six 75" ActivPanels at a cost of $33,492.00. Price includes set up and installation, five year onsite warranty and six mobile stands. These are to update the Math and Science Promethean boards. To be paid from Maintenance #1 2017-18 budget. Motion seconded by Mr. Bordelon and unanimously carried.
Grant permission to Lacassine High to accept the following donations from the Cardinal Diamond Club for softball and baseball:
Girls Softball:
1 dozen white Wiffle balls, 1 dozen 84 TCB balls, 1 Perfect Circle Trainer, 1Training Mitt, 2 Training Paddles, 3 Atomic balls, 1 33" Demarini Bat, 1 softball net, 2 Easton Tees, 1 Limp Ball, 1 Score book, 4 helmets with mask, 2 dozen softballs, 12 wrist coaches and 6 dozen balls and buckets.
Boys Baseball:
3 training paddles, 1 dry erase board, 36 practice caps, 1 baseball block screen, 1 baseball net, 1 Jugs tee, 1 throw down home plate, 2 Turf shoes, 1 dozen TCB Wiffle balls, 1 catchers mitt.
Motion seconded by Mr. Troutman and unanimously carried, with Mr. Singletary recused from voting.
Grant permission to Lacassine High to accept the following donations for junior high baseball and softball from the grant Pitch in for Baseball:
8 RH Softball Gloves, 1 Softball Catcher’s Mitt, 1 Softball Catcher’s Mask, 1 Set of Shin Guards (Softball), 1 Chest Protector (Softball), 5 Batting Helmets w/ Cages, 2 Softball Bats, 35 Pairs of Uniform Pants, 2 Team Bags, 8 RH Baseball Gloves, 2 LH Baseball gloves, 1 Catcher’s Mitt, 1 Pair of Shin Guards, 1 Chest Protector, 1 Catcher’s Mask, 24 Baseballs, 5 Batting Helmets and 2 BBCOR Bats.
Motion seconded by Singletary and unanimously carried.
Grant permission to Lacassine High to accept a $1,500.00 donation from KJ’s Services for Baseball and Softball. Motion seconded by Mr. Singletary and unanimously carried.
Grant permission to Brant Smith, Supervisor of Auxiliary Services to purchase a 2017 Express 2500 Cargo Van 1WT from Gerry Lane Chevrolet in Baton Rouge at a cost of $23,675.00. Other quotes received from Billy Navarre Chevrolet Cadillac of Lake Charles $26,431.56. Quote solicited from Bubba Oustalet Chevrolet-Cadillac but none received. Motion seconded by Mr. Dees and unanimously carried.
Bid was approved on April 12, 2017, granting permission to Lacassine High to accept the bid from Trahan Construction, LLC, for the Base Bid in the amount of $848,000.00, plus Alternate #1 in the amount of $69,600.00, plus Alternate #2 in the amount of $205,900.00, plus Alternate #3 in the amount of $39,300.00 for a total bid of $1,163,700.00. On 08/10/17, there was a change order made in the contract price due to changes made in the contract specifications. Change Order #1 reflects an increase in the original bid of $150,095.00. The contract sum, including the Change Order, is $1,313,795.00. Grant permission to approve the new contract sum of $1,313,795.00. Motion seconded by Singletary and unanimously carried.
Grant permission to Jennings High School Football team to accept a $15,000.00 donation from the Jennings Quarterback Club. Funds to be used for equipment, uniforms and other expenses. Motion seconded by Mr. Menard and unanimously carried.

Motion by Mr. Arceneaux, seconded by Mr. Menard and unanimously carried to grant permission to Superintendent Credeur to sign a Cooperative Endeavor Agreement for Clinical Training between James Ward Elementary School/ Jefferson Davis Parish School Board and Sowela Technical College.

Notice of Public Meeting
Notice is hereby given that at its special meeting to be held on Thursday, September 7, 2017 at 6:00 p.m. at the Parish School Board Office, 203 E. Plaquemine Street, Jennings, Louisiana, the Parish School Board of the Parish of Jefferson Davis, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Parish of Jefferson Davis to authorize the renewal of a sales and use tax.
Notice of Public Meeting
Pursuant to L.R.S. 42:11, et seq., a public meeting will be held in accordance with the Open Meetings Law including allowing a public comment period before taking a vote, R.S. 42:14(D), to levy the ad valorem millage rates for the 2017 tax year, including those taxing districts that seek to increase the prior year’s millage to the adjusted maximum millage rate allowed. The meeting will be held at 6 pm on Thursday, September 21, 2017 in the Board Room of the Jefferson Davis Parish School Board located at 203 E. Plaquemine Street, Jennings, Louisiana.
