JEFFERSON DAVIS PARISH SCHOOL BOARD
June 15, 2017
The Jefferson Davis Parish School Board met in regular session at 203 E. Plaquemine Street, Jennings, LA 70546, on Thursday, June 15, 2017 at 6:00, with the following School Board members in attendance: Vice-President, Phillip Arceneaux, Members, Greg Bordelon, Charles Bruchhaus, David Capdeville, Donald Dees, David Doise, Malon Dobson, Robert Menard, James Segura and David Troutman. Absent: President, Jason Bouley, David Buller and Jody Singletary.
The meeting was opened by Vice-President Arceneaux, with an invocation by student, Kingston Jones, 11th grader at Jennings High School and grandson of Board Member, David Capdeville, followed by the Pledge of Allegiance to the U.S. flag led by Mr. Capdeville.
Motion by Mr. Menard, seconded by Mr. Doise and unanimously carried to approve the School Board minutes of the regular meeting of May 18, 2017.
Motion by Mr. Segura, seconded by Mr. Troutman and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed.
FINANCE COMMITTEE RECOMMENDATIONS: The following motions were made by Mr. David Troutman, Finance Committee Member, that the School Board:
Accept the best bid for the Official Journal for 2017-2018 from The Jennings Daily News published five times per week, in the amount of $6.00 per 100 words, and public notices will be posted weekly on a nationwide public notice website. No other bids received. Motion seconded by Mr. Dees and unanimously carried.
Grant permission to renew the annual contract of Forethought Consulting, Inc., for Policy Updating Service, (Computer Assisted Policy Service - CAPS) at a cost of $4,800.00, to be paid from the School Board General Fund. (Same price as last year).
Motion seconded by Mr. Menard and unanimously carried.
Grant permission to Welsh-Roanoke Jr. High to accept a $550.00 donation from Welsh Little Dribblers. Donation to be used to support School Wide Positive Behavior Program. Motion seconded by Mr. Bordelon and unanimously carried.
Grant permission to Lacassine High to accept a $2,000.00 donation from Lacassine Little Dribblers. Donation to be used to help buy new Jr. High basketball uniforms.
Motion seconded by Mr. Doise and unanimously carried.
Grant permission to Lake Arthur High to accept a $11,329.13 donation from Lake Arthur Varsity Club. Donation to be used for the Lake Arthur High Athletic Programs to help offset expenses. Motion seconded by Mr. Dees and unanimously carried, with Mr. Bordelon recused from voting.
Grant permission to Fenton Elementary to accept a $350.00 donation from Southside Machine Works. Donation to be used for our athletic department. Motion seconded by Mr. Menard and unanimously carried.
Grant permission to Welsh High to accept a $1,000.00 donation from Welsh Little Dribblers. Donation to be used for supplies. Motion seconded by Mr. Bordelon and unanimously carried.
Grant permission to Welsh-Roanoke Jr. High to accept a $1,000.00 donation from JD Bank. Donation to be used to support School Wide Positive Behavior. Motion seconded by Mr. Menard and unanimously carried.
Grant permission to Welsh-Roanoke Jr. High danceline to accept the following donations:
1. Provincial Homebuilders $100.00
2. Maxim Water Well Service $200.00
3. Anonymous Donor $ 50.00
Donations to be used for uniforms and dance camp.
Motion seconded by Mr. Segura and unanimously carried.
Grant permission to Welsh High School to accept a $50.00 donation from an anonymous donor. Donation to be used for classroom materials. Motion seconded by Mr. Capdeville and unanimously carried.
Grant permission to Welsh High School Band to accept a $200.00 donation from Richard Snell. Donation to be used for classroom materials. Motion seconded by Mr. Segura and unanimously carried.
Grant permission to Rebecca Chapman, Textbook Supervisor, to purchase textbooks, workbooks, etc. at a cost of $100,000.00. This price includes renewal of a web-based keyboarding program, for the 2017-18 school year. To be paid from General Fund.
Motion seconded by Mr. Menard and unanimously carried.
Grant permission to Fenton Elementary to purchase from Sonnier’s True Value Store a Jonsered Z61XFR Zero Turn 61" Mower at cost of $5,439.95. Other quotes received from Kenjabruch - Bad Boy Outlaw XP ($7,749.00) and Hornsby Lawn & Equipment - Exmark 60" ($8,469.23) and Lazer X Series ($10,856.23) and Lazer X Series 72" ($11,395.23). Motion seconded by Mr. Dees and unanimously carried.
Grant permission to Elton High to accept a $725.00 donation from China Burial Ground Society. Donation to be used to defray the cost of National FFA convention.
Motion seconded by Mr. Bruchhaus and unanimously carried.
Accept Budget Revision # 2 to the 2016-2017 General Fund budget and all Special Revenue Maintenance and Federal Funds, as requested by the Director of Finance. A public hearing was held in the Board Room at 4 pm on June 13, 2017 for public input into the revision as required by law. Motion seconded by Mr. Menard and unanimously carried.
Accept the catalog discount bid of The Tree House, Inc. for the 17-18 Computer Printing Supplies Bid as requested by the Director of Finance. Two other catalog discount bids was received from Quill, Inc. and Howard Technology Solutions. The discounts offered in each category were applied against the submitted catalog price from each bidder against a “market basket” of commonly ordered printer inkjet and laser toner cartridges. The net discounted price of the market basket was $3,581.80 for The Tree House versus $3,896.93 from Quill and $7,038.41 from Howard. The lowest net price offered was by The Tree House, and it is the reason for this recommendation. Motion seconded by Mr. Bordelon and unanimously carried.
Grant permission to Jennings Elementary to accept the quote of $4,275.00 from Elite Metals, LLC to construct a metal canopy (12 x 46) to extend the existing car pickup area on the Southwestern end. Other quotes received from Specialty Services and Renovations ($5,985.49), Preferred Contractors ($7,532.50), Trahan Construction, LLC ($16,650.00). Motion seconded by Mr. Doise and unanimously carried.
INSURANCE COMMITTEE - The following motions were made by Mr. David Doise, Insurance Committee Chairman, that the School Board:
Accept the quote of Risk Services of Louisiana in the amount of $3,253.23 for the Student & Athletic Catastrophic Insurance policy for the 17-18 school year beginning August 1, 2017 and ending August 1, 2018, as recommended by the Director of Finance. There is no change in the premium cost from the previous year. There were no other quotes received. Motion seconded by Mr. Doise and unanimously carried.
Approve the payment of the annual national flood insurance premiums through Jeff Davis Insurance in the amount of $33,977.00 on the buildings at both Lake Arthur Schools as recommended by the Director of Finance. Last year’s total premium was $33,975. Motion seconded by Mr. Bordelon. After discussion, Motion by Mr. Bordelon and seconded by Mr. Menard and unanimously approved to amend motion to approve the payment of the annual national flood insurance premiums through Jeff Davis Insurance in the amount of $11,322.00 for only Lake Arthur Elementary and not Lake Arthur High School. Original motion unanimously approved as amended.
POLICY COMMITTEE - The following motions were made by Mr. Robert Menard, Policy Committee Chairman, that the School Board approve the following new or revised policies:
Approve the following new or revised policies:
A. In Uniform Grants Guidance published recently by the Louisiana Department of Education, the U.S. Department of Education gave non-Federal entities the option of delaying the implementation of new procurement standards for roughly two years. The effective date of the new standards is July 1, 2017.
The major gist of the new standards is to provide more consistency to the actual purchase of goods and services with federal funds and federally-funded public works projects. The new standards also aim to increase oversight and include specific revisions relating to areas of records retention to detail the history of procurement, conflicts of interest, aspects of solicitations and competition.
The first three policies have been updated to include new language as needed.

Approve the following new or revised policies:
a. Child Nutrition Program File: EE -
Changes clarify when to document a situation of a child being denied a meal.
b. Corporal Punishment File: JDA
The change in the policy is from allowing the use of corporal punishment to not allowing the use corporal punishment.

NEW BUSINESS:
Motion by Mr. Bordelon, seconded by Mr. Menard and unanimously approved to authorize AIFS, ISEUSA and ICES as acceptable foreign student placement services for the 2017-2018 school year.
Motion by Mr. Bordelon, seconded by Mr. Doise and unanimously approved the following out-of-state travel requests:
a. Lake Arthur High coaches, Vickie Sketoe and Fred Sketoe to travel to Lewisville, TX from 06/25 -06/29 to attend Basketball Coaching camp. No cost to Board.
b. Lake Arthur High Band director James Lamey to travel to Houston, Tx from 07/21/17 for marching band observation. At no cost to Board.
Motion by Mr. Doise, seconded by Mr. Bruchhaus and unanimously carried to grant permission to Superintendent Credeur and/or President Bouley to enter into a signed agreement with the Louisiana Department of Transportation and the Village of Fenton for a Right of Entry to install a sidewalk that connects from community to existing walkway on School Board property.
Motion by Mr. Menard, seconded by Mr. Capdeville and unanimously carried to change the title of the Birth to 5 Coordinator to Early Childhood Coordinator. This change will be reflected in all areas, including the Job description.
Motion by Mr. Doise, seconded by Mr. Bruchhaus and unanimously carried to approve Hannah Miller as a non-faculty girls basketball and track coach at Lacassine High for 2017-2018, upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Menard, seconded by Mr. Dees and unanimously carried to approve Lance Richard as a non-faculty boys/girls track and boys basketball coach at Lacassine High for 2017-2018, upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Doise, seconded by Mr. Dees and unanimously caried to approve Joel Wilson as a non-faculty boys/girls track coach at Lacassine High for 2017-2018, upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Menard, seconded by Mr. Dees and unanimously carried to approve Kevin P. Bruchhaus as a non-faculty boys baseball coach at Lacassine High for 2017-2018, upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Doise, seconded by Mr. Bruchhaus and unanimously carried to approve Robert Acord as a non-faculty basketball coach at Hathaway High for 2017-2018, upon completion of LHSAA coaching course certification and Board policy requirements.
Motion by Mr. Capdeville, seconded by Mr. Menard and unanimously carried to approve the following areas of critical shortage for the 2017-2018 school session: Administration, TAT, OFAT, Special Education, 7-12 Mathematics, 7-12 Science, 7-12 Spanish, Speech Therapist/Pathologist, Counselors, Bus Drivers. These critical shortage areas will be referenced for purposes of tuition reimbursement and retire-rehire recommendations.

Notice of Public Meeting
Notice is hereby given that at its meeting to be held on Thursday, July 20, 2017 at 6:00 p.m. at the Parish School Board Office, 203 E. Plaquemine Street, Jennings, Louisiana, the Parish School Board of the Parish of Jefferson Davis, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Parish of Jefferson Davis to authorize the renewal of an ad valorem tax.
Condolences are extended to the family of Ester Jenkins, Cafeteria Tech who retired in 2011, with 8 years of service.
