JEFFERSON DAVIS PARISH SCHOOL BOARD

The Jefferson Davis Parish School Board met in regular session at 203 E. Plaquemine Street, Jennings, LA  70546, on Thursday, May 18, 2017 at 6:00, with the following School Board members in attendance:     President, Jason Bouley, Vice-President, Phillip Arceneaux, Members, Greg Bordelon, Charles Bruchhaus, David Capdeville, Donald Dees, David Doise, Malon Dobson, Robert Menard, Jody Singletary and David Troutman. Absent: David Buller and James Segura.

 

The meeting was opened by President Bouley, with an invocation by student, Kyleigh Curlee, 8th grader at Hathaway High and Parish Middle School Student of the Year, followed by the Pledge of Allegiance to the U.S. flag led by Mr. Troutman.

   

Motion by Mr. Capdeville, seconded by Mr. Menard and unanimously carried to approve the School Board minutes of the regular meeting of April 12, 2017.

 

Motion by Mr. Dees, seconded by Mr.  Singletary and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed. 

 

FINANCE COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr. Phillip Arceneaux, Finance Committee Chairman, that the School Board:

 

Grant permission to Welsh Elementary to accept a donation of $2,640.00 from the Welsh PTO to be used to pay for Accelerated Reader from Renaissance Learning for the 2017-2018 school year.  Motion seconded by Mr. Troutman and unanimously carried.

 

Grant permission to Lake Arthur High to accept a $11,708.00 from Lake Arthur Varsity Club.  The money will be used for the LAHS Basketball Program to help update the gym floor.  Motion seconded by Mr. Dobson and unanimously carried.

 

Grant permission to Elton High to accept a $2,000.00 donation from Elton Little Dribblers.  Funds to be used as needed for athletics.  Motion seconded by Mr. Bruchhaus and unanimously carried.

 

Grant permission to Fenton Elementary to accept a $1,000.00 donation from Dr. Joe Stark to be used for school supplies.  Motion seconded by Mr. Doise and unanimously carried.

 

Approve the proposed Jefferson Davis Parish District Technology Budget for 2017-2018 as requested by Karen Guidry, Technology Coordinator.  Motion seconded by Mr. Dees and unanimously carried.

 

Permission is requested by the Director of Finance to accept the quote of Fontenot Benefits & Actuarial Consulting in the amount of $6,000 to provide actuarial valuations as required by GASB #45, Other Post-Employment Benefits for the 16-17 financial statements to be audited by Mike Gillespie, CPA (APAC).  A second quote was received from CapRisk Consulting Group for the same services for $14,950.

 

Note:  The required GASB disclosures will change for the 17-18 fiscal audit, and that will require another request for quotes in order to comply with the new required disclosures.  Motion seconded by Mr. Menard and unanimously carried.

Approve the Therapy Center Sports Medicine Contract for the 2017-18 school year at a cost of $21,012.00.  This is the same as last year with The Therapy Center forgoing the 2% increase for this year.   Each schools Athletic Department shall be responsible for their proportionate share of theses expenses.  Motion seconded by Mr. Troutman and unanimously carried.

 

Grant permission to Lacassine High to accept a $22,000.00 donation from the Lacassine Cardinal Backers.  Donation to be used for Lacassine Athletics.  Note: In school year 2017-2018 Lacassine High will be adding baseball and softball to their sports programs. Motion seconded by Mr. Troutman and unanimously carried, with Mr. Singletary recused from voting.

 

Grant permission to Fenton Elementary to accept a $200.00 donation from Mr. & Mrs. Bennett Augustine.  Donation to be used for Athletic Banquet. Motion seconded by Mr. Menard and unanimously carried.

 

Grant permission to Fenton Elementary to accept a $2,000.00 donation from Lacassine Little Dribblers.  Donation to be used to purchase athletics’ shooting machine.   Motion seconded by Mr. Troutman and unanimously carried, with Mr. Singletary recused from voting.

 

INSURANCE COMMITTEE - The following motions were made by Mr. David Doise, Insurance Committee Chairman, that the School Board:

 

Accept the quote of Arthur J. Gallagher (AJG) for a combined premium for General Liability, Errors & Omissions, and Auto/Fleet Insurance package from Berkley Insurance, excluding TRIA coverage, in the amount of $143,900.  The premium cost for this package last year was $142,400.  No other quotes were received. Motion seconded by Mr. Arceneaux and unanimously carried.

 

Accept the quote of AJG for Crime (Fidelity) Insurance for $2,290 from Great American Insurance Company.  AJG also offered a quote from Travelers Insurance for $2,837.  Last year, the Crime Policy premium paid was $2,290.  Motion seconded by Mr. Dees and unanimously carried.

Accept the quote of AJG for Boiler & Machinery Insurance for $5,387 from XL Insurance American, Inc.  Jeff Davis Insurance (JDI) offered a quote from Hartford Steam Boiler for $6,764.  Last year, the Boiler & Machinery premium paid was $5,979.  Motion seconded by Mr. Menard and unanimously carried.

Accept the quote of Regions Insurance for guaranteed cost Workers Compensation Insurance for $287,453 from LWCC.  The premium amount does not consider the amount of a dividend rebate program that LWCC offers for policyholders.  The average premium rebate received from LWCC over the last five years was $134,774, including a rebate of $153,597 just recently received for the 2016 year.  If this five-year average premium rebate is considered, the estimated LWCC annual cost would be $152,679.  Last year, the LWCC quote for Workers Compensation Insurance was $267,707 prior to any rebate consideration.  JDI offered a quote through Eastern Alliance Insurance for $253,692, but Eastern Alliance offers no premium rebate program.  Note:  The School Board is not guaranteed to receive a premium dividend rebate.    Motion seconded by Mr. Singletary and unanimously carried.

 

Accept the quote of Jeff Davis Insurance for full limit Property Insurance coverage from AMRISC for a total premium, excluding Terrorism, of $387,702.50.  Another quote was received from Daly Williams Agency for $466,583. JDI’s quote through AMRISC features a 2% building value deductible on hurricanes for locations south of I-10 and a $25,000 deductible on all School Board locations north of I-10, with a $25,000 deductible for all other perils.  Motion seconded by Mr. Dees and unanimously carried.

 

POLICY COMMITTEE - The following motions were made by Mr.  Robert Menard, Policy Committee Chairman, that the School Board approve the following new or revised policies:

 

             a.          School Wellness File: JGB -   This replaces our old policy to align with the new law passed in 2016 the by U.S. Department of Agriculture, Food and Nutrition Services.  This revised law is under federal guidelines and governs School Wellness policies and the plans to implement them.  These regulations strengthen the School Board’s ability to better address and promote school nutritional values while enhancing student health.

 

             b.          Child Abuse File:  JGCE  - Policy is updated as a result of correspondence with the Governor’s Office of Programs and Planning regarding procedures found in the Child Abuse policy.  The new procedure is aligned with Article 609 of the Louisiana Children’s Code which requires mandatory reporters to make the report to the appropriate authorities directly. 

 

             c.          Employee Dress Code File:  GAMB - This new policy explains dress code guidelines for employees and consequences for violations.  Central office staff, our principals association, and school leadership teams made recommendations in the formation of this policy.

TRANSPORTATION COMMITTEE - The following motions were made by Mr.  Greg Bordelon, Transportation Committee Chairman, that the School Board:

 

Grant permission to piggyback purchase (3) new 2018 Bluebird Vision, conventional Special Education   53 passenger school buses based on the Red River  Parish School Board bid approved May 9, 2016 (with a contract extended of up to two years)  for the price of  $93,732.00 each.   To be paid from the General Fund.  Motion seconded by Mr. Menard and unanimously carried.

 

FOOD SERVICE COMMITTEE - The following motions were made by Mr.  Malon Dobson, Food Service Committee Chairman, that the School Board:

 

Extend  the Community Eligibility Child Nutrition Provision Program for the 2017-2018 school year to eight schools  - keep Elton Elementary, James Ward Elementary, Welsh Elementary, Jennings Elementary,  Lake Arthur Elementary, exclude Fenton Elementary and include Jennings High, Welsh-Roanoke and Lake Arthur High.  Motion seconded by Mr. Troutman and unanimously carried.

7.          Jefferson Davis Parish School Board was recently recognized by LCWW for their continued commitment to workplace safety. Because of our ongoing commitment to safety,  LWCC has rewarded Jefferson Davis Parish School Board with a rebate check of      $153,597 and recognized us with the 2016/17 LWCC Safest 70 Award.

8.          The following procedures will be followed by our parish administrators pertaining to athletic supervision of athletic contest.

 

2017-2018 Athletic Supervision Recommendations

1.                 Permission to use designees to cover away events when feasible.  This would be used in the case where a faculty member may have an interest in who is playing, such as a child, or is interested in covering events. 

-*          This should not be used to just assign teachers to events that are not interested in going or have no reason to go.

2.                 Schools are required by LHSAA to have a designee at all events. A designee is a school board employee entrusted by the principal to fulfill these duties.

3.                 Clear expectations on what is expected from designees.

-            They are expected to supervise the behavior of players, coaches, and spectators from their school and alert the administrator of the host school or authorities should a problem arise.

-            They are not expected to get involved in any situation, only supervise and communicate with the home administrator/security.

-            Designees need to arrive at the event no later than the official start time and stay until the end of the event (suggestion-once both teams have exchanged “congratulations”).

 

4.                 One of the following (Principal/Assistant Principal/AD) must be present at all home events.

5.                 One of the following (Principal/Assistant Principal/AD) for LHSAA playoff games (major sports), both home and away must be present.

6.                 Allow minor sport coaches to serve as their own administrators at events. (ex. Swimming, golf,  tennis)  

7.                 Allow principals’ discretion for number of administrators needed at home events. (ex. Football – 2, basketball -1.) Exceptions would be based on rival matches and need for additional administrator and / or security.

8.                 For tournament play, when feasible, it is understood that the principal will contact the host school to make sure that an administrator will be present and that the head coach will inform the home administrator should a situation should arise that needs their attention. In the event that the host school will not have an administrator present, then an administrator or designee must be sent.

             The above recommendations allows JDP administrators, who work at high schools with multiple sports taking place at the same time, to ease the burden of juggling the demands of covering all contests, both home and away.  We have already used faculty designees in emergency situations (with superintendent approval) in the past where we have more things to cover than we have administrators available. But since it is becoming more common, we are really just asking for permission to allow for this flexibility ahead of time so we can plan ahead better.
