JEFFERSON DAVIS PARISH SCHOOL BOARD

The Jefferson Davis Parish School Board met in regular session at 203 E. Plaquemine Street, Jennings, LA  70546, on Thursday, June 16, 2016 at 6:00 p.m., with the following School Board members in attendance:    President, Jason Bouley, Vice-President, Phillip Arceneaux, Members, Greg Bordelon, David Buller, Charles Bruchhaus, David Capdeville, Donald Dees, David Doise, Malon Dobson, John Juneau, Robert Menard, James Segura and David Troutman. Absent: None.

 

The meeting was opened by President Bouley, with an invocation by Mr. Dees, followed by the Pledge of Allegiance to the U.S. flag led by Mr. Juneau.   

 

Motion by Mr. Arceneaux, seconded by Mr.  Buller and unanimously carried to approve the School Board minutes of the May 19, 2016 Regular meeting.

 

Motion by Mr. Menard, seconded by Mr.  Segura  and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda or to change the order of topics to be addressed.

 

FINANCE COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr.  Phillip Arceneaux, Finance Committee Chairman, that the School Board:

 

Accept the best bid for the Official Journal for 2016-2017 from The Jennings Daily News published five times per week, in the amount of $6.00 per 100 words, and public notices will be posted weekly on a nationwide public notice website.  No other bids received.   Motion seconded by Mr.  Dees and approved.

 

Grant permission to renew the annual contract of Forethought Consulting, Inc., for Policy Updating Service, (Computer Assisted Policy Service - CAPS) at a cost of $4,800.00, to be paid from the School Board General Fund.  (Same price as last year).

Motion seconded by Mr. Menard and approved.

 

Grant permission to pay the Louisiana School Boards Association annual dues in the amount of $9,294.00. (General Fund)   (This is a decrease of $11.00 from the previous year).  Motion seconded by Mr. Troutman and approved.

 

Accept Budget Revision # 2 to the 15-16 General Fund, Special Revenue Maintenance Funds, and Special Revenue Federal Funds as presented by the Director of Finance.  A public hearing on Budget Revision # 2 was held at 4 pm, June 14, 2016 in the Board Room as required by state law.  Note: The budgets for the federal programs presented in this revision have been amended to include all supplemental allocations, funds reductions, and carryover funds added from the previous year that are known to date. The totals represent the amount available for expenditure and do not necessarily reflect what actually will be received or spent during the 2015-2016 fiscal year as some funds expire in the next fiscal year.  Spending approval in these federal funds comes from the Board of Elementary and Secondary Education and the Louisiana Department of Education, not the School Board. Therefore, revenue and expenditure amounts may fluctuate more than the 5% variance allowed by law.  Motion seconded by Mr. Bordelon and approved.

 

Accept the bid of FleetRite/ShopRite Commercial Fueling Network for the 2-year contract to provide fueling services for all fleet vehicles using a two card charging system at area gas stations that subscribe to the CFN network at a cost of $0.08 margin price above the weekly wholesale price established by the OPIS, Lake Charles terminal as recommended by the Director of Finance.  The margin price is the same as the prior two year contract.  The contract will run from July 1, 2016 through June 30, 2018.  There were no other bids received.  Motion seconded by Mr. Dees.  Motion by Mr. Bruchhaus and seconded by Mr. Dobson to amend the motion to state that a  letter was submitted by Fuselier Canal, to provide fueling services for the Elton buses only at the accepted bid rate of $.08 cents over the OPIS price, Lake Charles Terminal.  As per their request and according to terms of the bid documents, the Elton bus drivers may choose to fill up their buses at Fuselier Canal.   Original motion unanimously carried as amended.

 

Accept the catalog discount bid of Quill, Inc. for the 16-17 Computer Printing Supplies Bid as requested by the Director of Finance.  One other catalog discount bid was received from MyOfficePal.  The discounts offered in each category were applied against the submitted catalog price from each bidder against a “market basket” of commonly ordered printer inkjet and laser toner cartridges.  The net discounted price of the market basket was $4,238.33 for Quill versus $4,457.59 from MyOfficePal.  The lower net price offered by Quill is slightly better than the other bidder, and it is the reason for this recommendation.  Motion seconded by Mr. Dobson and approved.

 

Accept the bid of Progressive Waste Solutions in the amount of $156,628.22 for the 3-year Garbage Pickup Service Contract beginning, July 1, 2016 and ending June 30, 2019 as recommended by the Director of Finance.  The previous contract price was $177,399.39.  Three other bids were submitted as follows:  Waste Management, $179,471.46; Southern Solid Waste, $165,213.00; and BFI (Republic Services), $174,371.52. Motion seconded by Mr. Menard and approved.

 

Grant permission to Fenton Elementary to accept a $200.00 donation from Adrian Augustine.  Donation to be used for Athletic Department.  Motion seconded by Mr.  Buller and approved.

 

Grant permission to Lake Arthur High to renew their annual subscription with Renaissance Learning at a cost of $4,588.00.  This will renew 340 Accelerated Math and 400 AR Enterprise Real Time.  To be paid from Maintenance #1.  Motion seconded by Mr. Bordelon and approved.

 

Grant permission to Lake Arthur High to accept a $5,000.00 donation from Lake Arthur Varsity Club.  Donation to be used for the Athletic Program.  Motion seconded by Mr. Dobson and approved.

 

Grant permission to Elton High to accept a $2,716.11 donation from WorldStrides.  Donation to be used for student supplies/classroom equipment.  Motion seconded by Mr. Bruchhaus and approved.

 

Grant permission to Welsh Elementary to accept a $2,480.00 donation from the Welsh PTO.  Donation to be used to pay annual subscription for Accelerated Reader from Renaissance Learning.  Motion seconded by Mr. Dees and approved.

 

Grant permission to Welsh Elementary to accept a $250.00 donation from David and Annette Troutman.  Donation to be used to pay for shakos hats to compliment band uniforms.   Motion seconded by Mr. Juneau.  Motion by Mr. Arceneaux and seconded by Mr. Menard and carried, with Mr. Troutman recused from voting, to amend the motion from Welsh Elementary to Welsh High.   Original motion unanimously carried as amended, with Mr. Troutman recused from voting.  

 

Committee Chairman, Mr. Arceneaux, turned over meeting to Mr. Troutman for next agenda item.  Motion by Mr. Troutman to grant permission to Welsh Roanoke Jr. High to accept a $500.00 donation from the Welsh Little Dribblers. Donation to be used to support SWPBIS program and student incentives.   Motion seconded by Mr.  Juneau and approved, with Mr. Arceneaux recused from voting.  Meeting returned to Mr. Arceneaux.

 

Grant permission to Hathaway High to accept a $210.00 donation from the Pfizer Foundation Matching Gifts Program.  Donation to be used for PTO program.   Motion seconded by Mr. Doise and approved.

 

Grant permission to Hathaway High to accept a $1,000.00 donation from the Pfizer Foundation for a Volunteer Grant.  Donation to be used for new girls basketball uniforms for 2016-17 season.   Motion seconded by Mr. Doise and approved.

 

Grant permission to enter into a partnership with Christus St. Patrick to purchase the GoNoodle School-Wide Program as a resource to all Jeff Davis teachers and students to use at school and at home.  GoNoodle is a program designed to keep children moving and learning in classrooms across Louisiana.  The cost of the GoNoodle program three year subscription is $41,700.  Christus St. Patrick will be responsible for approximately 2/3 of the cost ($29,190.00/ $9,730 year) and JDPSB 1/3 of the cost ($12,510.00 / 4,170.00 year) over the three year period.  Portion paid by JDPSB will be paid by ½ by REAP and ½ by General Fund.   Motion seconded by Mr. Menard and approved.

 

Grant permission to Lacassine High to purchase twelve computers on Dell State contract at a cost of  $9,056.52  and two ActivPanel Touch 70" Interactive Boards from AXI (who is a single source provider) at a cost of $9,042.84.   Total costs of $18,099.36 to be paid from Maintenance #8 budget for 2016-2017.   Motion seconded by Mr. Juneau and approved.

 

Grant permission to Fenton Elementary to purchase two ActivPanel Touch 70" Interactive Boards from AXI (who is a single source provider) at a cost of $9,042.84.  Costs to be paid from Maintenance Contingency #5 budget for 2016-2017.   Motion seconded by Mr. Buller and approved.

 

Grant permission to Elton Elementary to replace the intercom system at a cost of $14,944.00 from Louisiana Special Systems, Inc.  Other quotes received from Hagemeyer ($21,750.00) and Sylvan Special Systems, Inc. ($18,574.00).  To be paid from Maintenance #22 Contingency Fund 2016-2017 budget. Motion seconded by Mr. Bruchhaus and approved.

 

Grant permission to Jennings Elementary to replace existing cameras and install new cameras in all areas on campus including classrooms at a cost of $22,615.00 from Hagemeyer, with our maintenance employee doing all necessary installation.  Other quote received Sylvan Special Systems, Inc. ($87,030.00).  To be paid from Ward #2 Contingency Fund 2016-2017 budget. Motion seconded by Mr. Capdeville and approved.

 

Approve the Therapy Center Sports Medicine Contract for the 2016-17 school year at a cost of $21,012.00.  This is the same as last year with The Therapy Center forgoing the 2% increase for this year. Motion seconded by Mr. Doise and approved.

 

INSURANCE COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr.  John Juneau, Insurance Committee Chairman, that the School Board:

 

Accept the quote of Risk Services of Louisiana in the amount of $3,253.23 for the 16-17 Student & Athletic Catastrophic Insurance policy for the 16-17 school year beginning August 1, 2016 and ending August 1, 2017, as recommended by the Director of Finance.  There is no change in the premium cost from the previous year.  There were no other quotes received.   Motion seconded by Mr. Menard and approved.

 

Approve the payment of the annual national flood insurance premiums through Jeff Davis Insurance in the amount of $33,975 on the buildings at both Lake Arthur Schools as recommended by the Director of Finance.  Last year’s total premium was $29,652.00.  Motion seconded by Mr. Doise and approved.

 

TRANSPORTATION COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr.  Greg Bordelon, Transportation Committee Chairman, that the School Board:

 

Grant permission to piggyback purchase (3) new 2016 Bluebird Vision, conventional 71 passenger school buses based on the St. Landry  Parish School Board bid approved May 25,  2015 (with a contract extended of up to two years) for the price of  $79,771.00 each.   To be paid from the General Fund.  Motion seconded by Mr. Doise and approved.

 

WARD II COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr.  Phillip Arceneaux, Ward II Committee Chairman, that the School Board:

 

Approve a request to replace the non-filled Assistant Principal position at Jennings High School. Motion seconded by Mr.  Capdeville. After lengthy discussion, Mr. Segura Called for Question.  Mr. Juneau requested roll call vote.  Roll call vote was as follows:

 

  Yeas:    Arceneaux, Bruchhaus, Buller, Capdeville, Dees, Doise, Menard, Segura and Troutman.

               Nays:    Bordelon, Dobson and Juneau.

               President Bouley did not cast a vote.

               After roll call vote, motion carried.

NEW BUSINESS:

Motion by Mr. Menard, seconded by Mr. Troutman and unanimously carried, to authorize ISE and ICESUSA as acceptable foreign student placement services for the 2016-2017 school year.

 

Motion by Mr. Juneau, seconded by Mr. Dees and unanimously carried to adopt a resolution authorizing the advertising for bids for the purchase of Four Million Dollars ($4,000,000) of General Obligation Bonds, Series 2016, of School District No. 8 of Jefferson Davis Parish, Louisiana and providing for other matters in connection therewith.

 

Motion by Mr. Bordelon, seconded by Mr. Dobson and unanimously carried to approve the following out-of-state travel requests:

 

a.            Hathaway High FCCLA students (8), and teacher/FCCLA advisor, Paula Kershaw to travel to San Diego, CA for the National FCCLA Leadership Conference/STAR Events  Competition from July 2 -8,  2016, with travel expenses to be paid according to board policy.

b.            Lake Arthur High Band Director, James Lamey, to attend the 2016 Music for All Summer Symposium in Muncie, IN from June 25 to July 2, 2016.  All expenses will be paid from the LAHS Band account.

 

Motion by Mr. Dees, seconded by Mr. Dobson and unanimously carried to grant permission to hire an additional Pre-K and paraprofessional at Welsh Elementary for school year 2016-2017, with all costs to be paid for by LA-4, REAP and EEF.  With no General Fund money being required.
