JEFFERSON DAVIS PARISH SCHOOL BOARD
JUNE 17, 2010- Jennings, Louisiana
The Jefferson Davis Parish School Board met in regular session at the School Board Central Office, 203 East Plaquemine Street, Jennings, Louisiana, on Thursday, June 17, 2010 at 6:00 p.m., with the following School Board members in attendance: Vice-President, James E. Segura, Phillip Arceneaux, Gregory L. Bordelon, Mark E. Boudreaux, Sr., Jason J. Bouley, Charles Bruchhaus, David S. Capdeville, Julius G. Caraway, III, Donald E. Dees, Malon Dobson, and Richard R. McNabb. Absent: President, Michael Heinen and Robert W. Menard.
The meeting was opened with an invocation by Pat Deshotel, Welsh High School Principal, followed by the pledge of allegiance to the U.S. Flag, led by Mr. Boudreaux.
Upon motion by Mr. Capdeville, seconded by Mr. Boudreaux and carried, the minutes of the May 20, 2010 School Board meeting were accepted.
It was moved by Mr. Caraway, seconded by Mr. Dees and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda, or to change the order of topics to be addressed and to delete IX Information item #1 and Executive Session and move IX Information #2, page seven after Agenda item #V.
Recognition of Casey Trahan, Welsh High School 2010 graduate for perfect school attendance throughout elementary and secondary school.
Mr. Bouley entered meeting.
Laurie Duhon from Lake Arthur High and Danielle Simien from Elton High and students, made a presentation to the board on the summer Creative Writing Camp.
FINANCE COMMITTEE RECOMMENDATIONS: The following motions were made by Mr. Boudreaux, Finance Committee Chairman, that the School Board:
Support Superintendent Clayton’s recommendation to approve funding of the balance of $29,703.00 for four Interventionist teachers. This amount represents what is not covered by other programs. Motion seconded by Mr. Dees and carried.
Accept the bid of Waste Management, Inc. in the amount of $173,962.08 as the lowest and best bid for the three year Parish-wide Garbage collection contract that runs from July 1, 2010 through June 30, 2013 as recommended by the Director of Finance. Sealed bids were opened Tuesday, June 8, 2010 at 10:00 a.m. in the Board Room. Other bids received were from IESI Corp ($222,819.00), Allied Waste, Inc., ($179,164.08) and Jim Bill Disposal, Inc., ($206,775.00.) (Previous contract was $211,175.11). Motion seconded by Mr. Dobson and carried.
Accept the bid of CFN/ShopRite of $0.07 cents per gallon margin over the Lake Charles OPIS wholesaler price for the parish-wide gasoline and diesel off-site fueling contract to run from July 1, 2010 through June 30, 2011 with a one-year extension of the contract allowed upon mutual consent of both parties, as requested by the Director of Finance. A bid was also submitted by Fuselier Canal of $.095 cents over the OPIS price. Since their bid is greater than the CFN/Shop Rite bid, then per the terms of the bid documents the Elton bus drivers must use the closest CFNfueling site. Motion seconded by Mr. Caraway and carried.
Grant permission to Fenton Elementary to accept a $200.00 donation from Richard McNabb, to assist with the expenses of a faculty/staff working luncheon on May 25, 2010. Motion seconded by Mr. Caraway and carried, with Mr. McNabb recused from voting.
Grant permission to Welsh Elementary to accept donations from Jan’s Construction Co., Inc. $250.00 (Jan and Paul Klein) and Point to Point Directional Drilling, Inc. $250.00 (Bobby and Connie Miller) to help with awards program. Motion seconded by Mr. Bouley and carried.
Grant permission to Welsh Elementary to accept a donation from Welsh Little Dribblers in the amount of $1,000.00 to be used to help with School Wide Positive Behavior Intervention and Support program. Motion seconded by Mr. Bouley and carried.
Grant permission to renew the annual contract of Forethought Consulting, Inc., for Policy Updating Service, (Computer Assisted Policy Service - CAPS) at a cost of $4,800.00, to be paid from the School Board General Fund. Motion seconded by Mr. Dees and carried. Same cost as last year.
Grant permission to Lake Arthur High School to accept a donation from Jeff Davis Farm Bureau in the amount of $100.00 to be used to take Lake Arthur High students to FFA State Convention and to Area III Leadership Camp this summer. Motion seconded by Mr. Dobson and carried.
Grant permission to Hathaway High School to accept a donation from Jeff Davis Farm Bureau in the amount of $100.00. Motion seconded by Mr. Bruchhaus and carried.
Renew the appointment of Jeff Olsen of Washington, D.C. as the attorney of record for the Jefferson Davis Parish School Board only on matters regarding the School Board’s two FCC licenses at the previous rate of $350.00 per hour, as recommended by the Director of Finance. Through Mr. Olsen’s expertise in handling FCC lease negotiations, the School Board has substantially increased its annual income from the two FCC broadband licenses it owns. Motion seconded by Mr. Capdeville and carried.
Accept the following band quote purchase and/or repairs:
1) Jennings High - Swicegood Music, Lake Charles, LA ($15,035.05). To be paid from Maintenance #2.
2) Jennings Elementary - Swicegood Music, Lake Charles, LA ($1,418.00). To be paid from Maintenance #2.
3) Welsh High - Lafayette Music Co., Inc. ($1,108.00). To be paid from Maintenance CSD #1.
4) Welsh-Roanoke JR. High - Lafayette Music Co., Inc. ($475.00). To be paid from Maintenance CSD #1.
5) Lake Arthur High - Swicegood Music, Lake Charles, LA ($8,249.80). To be paid from Maintenance #1.

Grant permission to Welsh High to accept a $1,000.00 donation from Capital One to be divided equally between the Welsh High football and Welsh High track programs. Motion seconded by Mr. Bouley and carried.
Grant permission to James Ward Elementary to accept a $1,000.00 donation from Mr. and Mrs. Hoy Cooke as part of the “James Ward Elementary Family” project. To be used to purchase prizes at the end of the school year to promote attendance, academics and discipline. Motion seconded by Mr. Arceneaux and carried.
Grant permission to Hathaway High to declare surplus a Radial Arm saw (model number 113.198900/Serial number 4033.MUU76). Motion seconded by Mr. Bruchhaus and carried.
Accept the bid of MyOffice Products, Inc. as the lowest and best bid for the 2010-11 Parish-wide Computer Supplies catalog bid, as recommended by the Director of Finance. The discount percentages offered by MyOffice Products against their list catalog price resulted in a net cost of commonly purchased items of $1,137.42. Another bid of discount percentages off of catalog price was received from AllWest Business Products that resulted in a net cost of the same commonly purchased items of $1,160.15. Motion seconded by Mr. Bordelon and carried.
Accept the most appropriate bid for the Official Journal for 2010-2011. Bids received from the Jennings Daily News, published five times per week, in the amount of $6.00 per 100 words, and public notices will be posted weekly on a nationwide public notice website. No other bids received. Motion seconded by Mr. Dees and carried.
Grant permission to Elton High to accept the best quote from Sylvan Special Systems, Inc., in the amount of $11,724.00 for a camera system, to be paid from the 2010-2011 Maintenance #22 budget. Other quote received from Central Alarms ($12,680.30). Motion seconded by Mr. Bruchhaus and carried.
Accept Budget Revision # 2 to the General Fund, Special Revenue-Maintenance Funds, and the Special Revenue - Federal Funds as presented by the Director of Finance. A public hearing on the budget revision was held Tuesday, June 15, 2010 at 4 pm in the Board Room as required by state law. Motion seconded by Mr. Caraway and carried.
Amend paragraph 4 of the lease with the Jefferson Davis Parish School Board and the Jeff Davis Youth Community Center for leasing of the Old James Ward Elementary to state that the Lessee shall not be responsible for utility costs until after September 30, 2010. Motion seconded by Mr. Capdeville and carried.
Approve the renewal of a three year lease agreement with the Town of Lake Arthur, from July 1, 2010 through June 30, 2013, for the use of the baseball field, Lake Arthur High gym, Jack Doland Memorial Stadium and adjacent school grounds, by the Town of Lake Arthur for $1.00 a year. Motion seconded by Mr. Bordelon and carried.
Approve the renewal of a three year lease agreement with the Town of Lake Arthur, from July 1, 2010 through June 30, 2013 to use, for recreational purposes only, The Lake Arthur Field of Dreams, for $1.00 a year. Motion seconded by Mr. Dobson and carried.
Grant permission to have the old pupil appraisal building and property appraised. Motion seconded by Mr. Capdeville and carried.
INSURANCE COMMITTEE RECOMMENDATIONS: The following motions were made by Mr. Dees, Insurance Committee Chairman, that the School Board:
1. General Liability Insurance and Errors & Omissions Insurance:
Accept the quote of Arthur J. Gallagher of LA for combined general liability/errors & omissions insurance from ACE American Insurance Company $67,948.00 including terrorism coverage. Another quote received from Daly Williams Agency for general liability coverage through Southern Insurance (admitted) and errors & omissions coverage through Indian Harbor Insurance (non-admitted) for a combined quote of $64,298.00 including terrorism coverage. Motion seconded by Mr. Caraway and carried.
2. Blanket Fidelity (Crime) Insurance:
Accept the quote of Daily Williams Agency from Southern Insurance Group for $2,675.00 including terrorism coverage. Another quote was received from Arthur J. Gallagher of LA for Travelers Casualty & Surety for $3,118.00. Motion seconded by Mr. Dobson and carried.
3. Boiler & Machinery Insurance:
Accept the quote of Arthur J. Gallagher of LA from Zurich American Insurance Co. for $8,014.00. Another quote was received from Arthur J. Gallagher of LA for coverage through Hartford Steam Boiler Insurance $8,701.00. Motion seconded by Mr. Arceneaux and carried.
4. Property Insurance:
Accept the quote of Daily Williams Agency for property insurance in the following tiers:

Other quotes received from Jeff Davis Insurance for $461,100 (all from non-admitted companies) and from Arthur J. Gallagher of LA for $561,050 (also from non-admitted companies). Motion seconded by Mr. Boudreaux. Lengthy discussion was held by board members and insurance carriers.
At the request of Mr. Bordelon a roll call vote was taken as follows:
Yeas: Arceneaux, Boudreaux, Bouley, Capdeville, Caraway, Dees, Dobson and Segura.
Nays: Bordelon, Bruchhaus and McNabb.
Abstained: None
Absent: Heinen and Menard.
After said roll call vote, the motion carried.
5. Flood Insurance:
Accept the quote of Jeff Davis Insurance from the National Flood Insurance program through American Strategic Insurance Company for $22,110.00 for the maximum amount of flood insurance allowed on all Lake Arthur school buildings, due to the proximity of Lake Arthur to the Gulf of Mexico. Motion seconded by Mr. Dobson and carried.
6. Workers Compensation Insurance:
Accept the quote of LWCC for guaranteed cost workers compensation insurance for the 2010-2011 fiscal year for a premium of $198,308, subject to adjustment by an annual payroll audit. The quote is $303 more than last year’s premium, also with LWCC. Other quotes were received from LUBA in the amount of $230,870, QBE America’s Group for $330,000 and from Bridgefield Casualty for $400,000. Motion seconded by Mr. Bouley and carried.
7. Continue to use 3-W Investigations as our independent safety consultant for a retainer fee of $3,250, as requested by the Director of Finance. This is a reduction of the quote by $1,750 from previous years. The retainer fee of $3,250 pays for the safety inspections of our buildings. Any additional services requested would be at a negotiated fee. Motion seconded by Mr. Bouley and carried.

Motion made by Mr. Boudreaux and seconded by Mr. Dees and carried to approve the changes in the personnel evaluation plan which is submitted annually to the state for approval. Information provided by Mr. Clayton.
Motion made by Mr. Bruchhaus and seconded by Mr. McNabb and carried to approve the following out-of-state travel request:
a. Elton High students and teacher, Lana Myers to travel to Washington, D.C. from July 13-July 18, 2010 to attend the Washington Leadership Conference.
Motion made by Mr. McNabb and seconded by Mr. Capdeville and carried to continue until the July meeting further discussion of CECP coaches in parish schools.

Awarded to: Evangeline Maid with a bottom line price of $36,337.75. Due to the increase in fiber content of slices and buns requested in the specifications the cost increased considerably. This price accepted because Flowers bread met the specs.
Cotton Holsum’s bottom line price was $20,072.60. Products did not meet the specifications.
