JEFFERSON DAVIS PARISH SCHOOL BOARD

JANUARY 21, 2010- Jennings, Louisiana

 

The Jefferson Davis Parish School Board met in regular session at the School Board Central Office, 203 East Plaquemine Street, Jennings, Louisiana, on Thursday, January 21, 2010 at 6:00 p.m., with the following School Board members in attendance: President, Michael Heinen, Vice-President, James E.  Segura, Phillip Arceneaux, Gregory L. Bordelon, Mark E. Boudreaux, Sr., Jason J. Bouley, Charles Bruchhaus, David S. Capdeville,  Julius G. Caraway, III,  Donald  E. Dees, Malon Dobson, Robert W.  Menard and Richard R. McNabb.

 

The meeting was opened with an invocation by Jennings High student, Jillian Duhon, followed by the pledge of allegiance to the U.S. Flag, led by Mr.  Dees.

 

Upon motion by Mr. Dobson, seconded by Mr. Boudreaux and carried, the minutes of the December 17, 2009 School Board meeting were accepted.

 

It was moved by Mr. Bordelon and seconded by Mr. Bouley and unanimously carried that the Board call for a vote to take care of items of business not listed on the original agenda, or to change the order of topics to be addressed. 

 

FINANCE COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr. Segura, Finance Committee Chairman, that the School Board:

 

Accept the presentation by Mike Gillespie, CPA concerning the results of the external audit of the 2008-2009 Jefferson Davis Parish School Board Financial Statements and accept the report.   Motion seconded by Mr. Boudreaux and carried.

 

Grant permission to Jennings High School Alumni Fund to accept a $900.00 donation from Jennings Alumni to help with the cost of additional display cases for the main lobby.  Motion seconded by Mr. Dees and carried.

 

Grant permission to Jennings High School Athletic Department to accept a $10,000.00 donation from Jennings Alumni to help with expenses in the various sports.  Motion seconded by Mr. Menard and carried.

 

Grant permission to Lake Arthur High School Band to accept a $500.00 donation from the Lake Arthur American Legion Post, to be used for the needs of the band program.  Motion seconded by Mr. Bordelon  and carried.

 

Grant permission to Lake Arthur High to accept a $142.63 donation from the Lake Arthur Knights of Columbus, to be used specifically for the Special Education departments.  Motion seconded by Mr.  Dobson and carried.

 

Grant permission to Lake Arthur Elementary to accept a $142.62 donation from the Lake Arthur Knights of Columbus, to be used specifically for the Special Education departments.  Motion seconded by Mr.  Bordelon and carried.

 

Approve a request from Fenton Elementary to purchase a Hustler 54" Zero Turn Mowing Machine, from Henderson Implement, at a cost of $4,755.30, to be paid from Contingency Fund #5.   Other quote received from Abell & Son in the amount of $7,745.00. Motion seconded by Mr. McNabb and carried.

 

Grant permission to Elton High to accept a $1,605.50 donation from Elton Athletic Boosters, to be used to purchase warm-ups for the boys basketball team.  Motion seconded by Mr. Bruchhaus and carried.

 

Grant permission to Hathaway High to accept a $500.00 donation from Hathaway Supporters, Alumni, Friends and Educators (SAFE) for use for homecoming festivities. Motion seconded by Mr. Caraway and carried.

 

Accept Mike’s Car Wash Express donation of 1,300 car wash tickets for the schools to sell as a fund-raiser with the schools keeping the total sales. Motion seconded by Mr. Bouley and carried.

 

Grant permission to renew the contract of Forethought Consulting, Inc., for our Policy Updating Service, beginning March, 2010 and ending February, 2011, to cost $3,200.00, with the highlighting option.  The cost is to be paid from School Board General Fund. Motion seconded by Mr. Boudreaux and carried.

 

POLICY COMMITTEE RECOMMENDATIONS:   The following motions were made by Mr. Bouley, Policy Committee Chairman, that the School Board adopt the following new or revised policies:

 

a.         DFL - INVESTMENTS. (Revised January, 2010: Effective upon approval).

b.         DJED - BIDS AND QUOTATIONS. (Revised January, 2010: Effective upon approval). 

c.         EBBA - FIRE PREVENTION.  (Revised January, 2010: Effective upon approval). 

d.         ID - CURRICULUM.  (Revised January, 2010: Effective upon approval). 

e.         IDDE - STUDENT DRIVER TRAINING. (Revised January, 2010: Effective upon approval). 

f.          JBCC - STUDENT ASSIGNMENTS.  (Revised January, 2010: Effective upon approval). 

g.         JGB - SCHOOL WELLNESS.  (Revised January, 2010: Effective upon approval). 

h.         JR - STUDENT RECORDS.  (Revised January, 2010: Effective upon approval). 

 

Motion seconded by Mr. Arceneaux and carried.

 

TRANSPORTATION COMMITTEE RECOMMENDATIONS:

The following motions were made by Mr.  Bordelon, Transportation Committee Chairman, that the School Board:

 

Recommend changing our current transportation policy from 20 year old maximum age for school buses to school buses  used to transport students, including activity and backup buses, shall not be more than twenty (25) years old as required by BESE in Bulletin 1213, The Minimum Standards for School Buses in Louisiana.  Motion seconded by Mr. Boudreaux and carried.

 

Recommend purchasing buses each fiscal year beginning with 2 buses this year and followed by 3 buses next year. It is recommended we follow this 2,3,2,3 pattern of purchases each successive year, modifying the number of buses bought within a fiscal year only if an unexpected number of fleet buses must be retired within one year. Motion seconded by Mr. Dobson and carried.

The Sales Tax report was given by J.  C.  Blank, Tax Collector/Auditor, and accepted by the Board.

                                               

NEW BUSINESS:

It was moved by Mr. Dobson, seconded by Mr. Menard and carried to adopt the following resolution regarding School Board meetings:

 

R E S O L U T I O N

 

WHEREAS, ACT 707 of the 1977 Louisiana Legislature makes substantive changes in Louisiana’s Open Meeting Law, and

 

WHEREAS, one change exempts the Board from having to give written notice of each regular meeting (1) if the Board adopts a resolution each January establishing the day, time, and place of the regular meeting, (2) written public notice of this resolution is given at least one time, and (3) the day, time, and place remain the same or, if changed, the Board gives written public notice at least once to the amendment or new resolution no less than twenty-four hours in advance of the changed regular meeting, and           

 

WHEREAS, this Board would like to conform to this change,

 

NOW, THEREFORE, BE IT RESOLVED by the Jefferson Davis Parish School Board in regular session duly convened on January 21, 2010, that the Board does hereby adopt an official resolution establishing the regular meeting schedule for the year 2010 to be on the third Thursday of each consecutive month, the meeting place to be at the School Board Central Office, 203 East Plaquemine Street, Jennings, Louisiana, and the time to be 6:00 p.m. throughout the year.  EXCEPTIONS: The Board will meet on the second Thursday in February on February 11, 2010, due to Mardi Gras Break.  On December16, 2010, the Board shall meet at 10:00 a.m. at Lake Arthur Elementary School, 500 E.  Mill Street, Lake Arthur, LA 70549.   The above Resolution, having been put to a vote and having passed, was duly declared adopted and ordered spread on the minutes of this Board.

It was moved by Mr. Menard, seconded by Mr. Segura and carried to approve submission to the Louisiana State Department of Education of all 2010-2011 federal and state flow-through projects and any new programs enacted through the ”No Child Left Behind  Education Act”.

 

It was moved by Mr. Dobson, seconded by Mr. Capdeville and carried to name Mr. Wayne Corne and Mr.  Paul Lemaire of Corne-Lemaire Group, Lafayette, LA as the Jefferson Davis Parish School Board Architects of  Record for general architectural work for the fiscal year of 2010-2011.    Mr. Bordelon, Mr.  Boudreaux, Mr. Caraway and Mr. Dees voted against said motion.

 

President Mike Heinen recused himself from the next motion and turned the meeting over to Vice-President, James Segura.

            2)         One (1) mid 1990's Rear Drive Toro riding lawnmower;

            3)         One (1) 1976 Bush Hog finishing mower.

1.         Jennings High Jazzers dance team to compete in dance competition in San Antonio, TX, from Wednesday, February 24, 2010 to Sunday, February 28, 2010.

 

2.         Jennings High FFA members and sponsors, to travel to the Houston Livestock Show and Rodeo on March 6, 2010.

 

It was moved by Mr. Dees, seconded by Mr. Bruchhaus and carried to grant permission to Superintendent Clayton to attend the SACS/Advanc-ED conference in Atlanta, GA from Saturday-Monday, April 17-19, 2010 to accept the District Accreditation Award for Jefferson Davis Parish School Board.

 

It was moved by Mr. Bouley, seconded by Mr. Boudreaux and carried to approve an out of state travel request from Welsh High School coaches, Robert Gates, Jarrett Granger, John Gay and Wilbert Gilbeaux to travel to Dallas, TX on 02/18/10 to 02/21/10 for a football clinic, expenses to be paid by Welsh High football fund.

 

It was moved by Mr. Caraway, seconded by Mr. Dees and carried to grant permission to Lacassine High to accept a $300.00 donation from The Jeff Davis Volunteers for Family and Community (VFC).  The VFC is committed to promoting literacy at all age levels.  These funds are to be used to purchase tools that may assist in the student testing process.

It was moved by Mr. Boudreaux, seconded by Mr. Menard and carried, that the Board enter into an executive session.

 

It was moved by Mr. Segura, seconded by Mr. Bordelon and carried, to return to regular secession.

 

It was moved by Mr. Menard, seconded by Mr. Boudreaux and carried, that the Board uphold the Superintendent’s decision concerning an expulsion of a Elton High student from the Jefferson Davis Parish School System for the remainder of the 2009-2010 school year, and to allow the student to apply to Alternative School.

 

There being no other business to come before the Board, it was moved by Mr. Bordelon, seconded by Mr.  Menard and carried, to adjourn.
