            The Iberia Parish School Board met in Regular Session at 5:30 p.m. on Thursday, June 22, 2017 in the Board Room at the Administrative Office, 1500 Jane Street, New Iberia, Louisiana.

 

            The President called the meeting to order.  The Opening Prayer was given by Mrs. Lockett and the Pledge of Allegiance was led by Mr. Robbie LeBlanc.

 

CONSENT AGENDA –

 

Section D of the agenda is the Consent Agenda.  Board members may remove any items for individual consideration.

There were no requests, the Consent Agenda remained as published.

 

SECTION A - ROLL CALL

 

            The President asked Mrs. Corley to call the roll.  Board members present were Mr. Thomas L. Jolivet, President; Mrs. Nursey O. McNeal, Mr. Jay J. McDonald, Mr. Robbie J. LeBlanc, Mrs. Kim E. Lockett, Mr. Dan L. LeBlanc, Sr., Mr. Dana P. Dugas, Mrs. Rachel L. Segura, Mr. Danny D. Segura and Mr. Kenric P. Fremin.

 

            Board members absent were Mr. Elvin Pradia, who was out of town; Mr. Edwin J. Buford, Jr., due to personal illness; Mrs. Kathleen B. Rosamond, who was out of town and Rev. Arthur L. Alexander, due to a previous commitment.

 

SECTION B - REPORTS

 

1.         Monthly Sales Tax Reports - [Reports Only - No Action Required]

 

                        A.         Sales and Use Tax Analysis for the month of May 2017                                                

B.         Comparison Report of May 2017 with Sales Tax Collections of the same month prior years

                        C.         90% of the ½ Cent Sales Tax Reserve Account

                        D.         50% of the 3/4 Cent Sales Tax Reserve Account

 

SECTION C - RECOMMENDATION - BID NO. 1056 - NEW ELEMENTARY SCHOOL

 

1.         Recommendation - Bid No. 1056 - New Elementary School on LeBourgeois Road

 

                        Mr. McDonald moved, Mr. Dugas seconded, to accept the staff recommendation that Bid No. 1056 - New Elementary School on LeBourgeois Road, be awarded to the lowest responsible bidder, Southern Constructors, in the amount of $12,582,000.00, rejecting the add alternates, with a Deductive Change Order of $300,133.00, as presented.

 

            Point of order was then given to Mrs. Segura to clarify her question that the total of items 1 - 22 under “Cost savings items for consideration” of the Architect’s recommendation dated June 13, 2017 totaled $300,130.00.  Based upon such confirmation, Mrs. Segura offered the following substitute motion:

 

SUBSTITUTE MOTION

 

            Mrs. Segura moved, Mr. Robbie LeBlanc seconded, to re-instate items 1, 2, 3, 4 & 16 from the list of cost savings items reducing the total of valued engineering from $300,130.00 to $201,038.00, thus awarding the Bid No. 1056 to Southern Constructors in the amount of $12,582,000.00, rejecting all “add on alternates,” with a Deductive Change Order of $201,038.00 to be executed simultaneous with the execution of the contract to reflect the items of value engineering as above described.

 

The substitute motion was unanimously adopted.

            Mr. Segura moved, Mr. Fremin seconded, approval of Final Payments for Bond Issue Projects, as presented, as follows:

AGENDA ITEM E2 - CONTRACT RENEWAL - LOUISIANA CONTROLS

 

            Mrs. Segura moved, Mrs. Lockett seconded, approval of the staff recommendation to renew the contract with Louisiana Controls, for a contract amount of $87,300.00 per year, as presented.

 

The motion was unanimously adopted.

 

AGENDA ITEM E3 - FILTER SERVICES - PARISHWIDE

            Mr. McDonald moved, Mrs. Segura seconded, approval of the staff recommendation to renew Bid No. B754 with Acadiana Filter Service to furnish air conditioning filters parishwide, from July 1, 2017 - June 30, 2018, at an estimated cost not to exceed $84,000.00, as presented.

 

The motion was unanimously adopted.

SECTION G – ANNOUNCEMENTS

 

                        1.         All offices were open today.  Summer school will re-open tomorrow and ends July 14th and will make up time lost to storm by adding one hour a day to the remaining schedule.

2.         End-of-Course testing was scheduled for Wednesday and Thursday and will be made up on Monday and Tuesday.  There are enough staff members to monitor the testings.

 

AGENDA ITEM H - SUPERINTENDENT’S ANNUAL EVALUATION (Executive Session)

 

            Mrs. Segura moved, Mr. McDonald seconded, that the Board move into Executive Session to conduct the Superintendent’s Annual Evaluation and consider any amendments to the Superintendent’s contract as a result thereof, in accordance with Iberia Parish School Board Policy and with La. R.S. 17,1233; 1237.

 

The motion was unanimously adopted.

 

The Board moved into Executive Session at 5:54 p.m.

 

            Mr. Dugas moved, Mrs. Segura seconded, that the Board return to Open Session.

 

The motion was unanimously adopted.

 

The Board returned to Open Session at 6:44 p.m.

 

            Mrs. Lockett moved, Mrs. Segura seconded, that the Superintendent’s evaluation be placed within his contract file (Personnel Section) and that the record reflect that he has achieved all goals set forth in his Goals and Objectives, warranting his 5% incremental increase on his current basic salary, effective July 1, 2017.

 

The motion was unanimously adopted.

            There being no further business, Mrs. McNeal moved, Mr. Robbie LeBlanc seconded,  to adjourn the meeting.
