            The Iberia Parish School Board met in Regular Session at 5:30 p.m. on Wednesday, August 6, 2014 in the Board Room at the Administrative Office, 1500 Jane Street, New Iberia, Louisiana.

 

            The President called the meeting to order and asked for a Moment of Silence for an individual who had passed away:

 

                        Mrs. Brenda Williams - School Food Service Technician - Jeanerette High

 

            The Opening Prayer was given by Mr. Henderson and the Pledge of Allegiance was led by Mr. Segura.

 

CONSENT AGENDA –

 

Section C of the agenda is the Consent Agenda.  Board members may remove any items for individual consideration.

 

There were no requests.  The Consent Agenda remained as published.

 

AGENDA ITEM A - ROLL CALL

 

            The President asked Ms. Williams to call the roll.  Board members present were  Mr. Elvin Pradia, President; Mr. Jay J. McDonald, Mr. Thomas L. Jolivet, Mr. Robbie J. LeBlanc, Mr. Dan L.             Board member absent was Mrs. Clara D. Carrier, due to a previous commitment.

 

SECTION B - REFUNDING CAPITAL OUTLAY BONDS

 

1.         REFUNDING GENERAL OBLIGATION SCHOOL BONDS

            Mr. Buford moved, Mr. Lockett seconded, a resolution providing for the issuance of Twelve Million, Seven Hundred Thirty  thousand and no/100 ($12,730,000.00) of General Obligation School Refunding Bonds, Series 2014A, of the Parishwide School District of the Parish of Iberia, State of Louisiana; prescribing the form, fixing the details and providing for the rights of the owners thereof; providing for the payment of the principal of an interest on such bonds and the application of the proceeds thereof to the refunding of certain bonds of said School District; and providing for other matters in connection therewith.

The resolution was unanimously adopted.

 

2.         RESOLUTION - MUNICIPALITIES CONTINUING DISCLOSURE COOPERATIVE

            Mr. Robbie LeBlanc moved, Mr. McDonald seconded, to adopt a resolution with respect to the Municipalities Continuing Disclosure cooperative Initiative of the Securities and Exchange Commission.

The resolution was unanimously adopted.

 

SECTION C - CONSENT AGENDA

 

            Mr. Dan LeBlanc moved, Mr. Segura seconded, to approve the consent agenda items, as follows:

1.         Approve minutes - Regular Meeting - June 18, 2014

2.         Delay approval of minutes - Regular Meeting - July 23, 2014

The motion was unanimously adopted.

 

SECTION D - AGENDA ITEMS

AGENDA ITEM D1 - REPORT - PERSONNEL COMMITTEE MEETING HELD ONG

                                                AUGUST 6, 2014

            Mr. Lockett moved, Rev. Alexander seconded, approval of the proposed adjustment of the salary index for the positions of Supervisor of Child Nutrition and the Supervisor of Transportation from 1,48 to 1.65, effective July 1, 2014, as presented.

The motion carried with Mrs. Segura voting Nay.

 

            Mr. Lockett moved, Mr. Dan LeBlanc seconded, to recommend to the Board approval of the Superintendent’s recommendation to employ one (1) additional registered school nurse due to the increasing demand for services for children with chronic illnesses, as presented.

The motion was unanimously adopted.

 

            Mr. Lockett moved, Mr. McDonald seconded, to recommend to the Board approval of the Superintendent’s recommendation for an additional School Resource Officer in order to provide a full time officer at Anderson Street Middle and Iberia Middle schools, as presented.

The motion was unanimously adopted.

 

            Mr. Lockett moved, Mr. Buford seconded, to recommend to the Board approval of the Superintendent’s recommendation that the position of Secretary in the Sales Tax Office be reclassified from a Schedule 4 to Schedule 6, effective July 1, 2014, as presented.

The motion was unanimously adopted.

 

AGENDA ITEM D2 - INTERGOVERNMENTAL AGREEMENT - EARLY INTERVENTION PROGRAM

 

            Mr. Fremin moved, Mr. Dan LeBlanc seconded, approval of the Intergovernmental Agreement between the 16th Judicial District Attorney, the Office of Family Services and the School Board for the Early Intervention Program, as presented.

The motion was unanimously adopted.

 

AGENDA ITEM D3 - DECLARE JEANERETTE PRIMARY SCHOOL PROPERTY AS SURPLUS AND AUTHORIZE SUPERINTENDENT TO DISPOSE OF SAID PROPERTY

 

            Mrs. Rosamond moved, Rev. Alexander seconded, to adopt the following resolution:

 

RESOLUTION

 

            WHEREAS, the Iberia Parish School Board, of the Parish of Iberia, State of Louisiana, has no further need or use for a certain property:

 

Jeanerette Primary School Facility - 2006 Church St. - Jeanerette, LA 70544

 

the School Board does hereby declare this property as no longer needed for school purposes and is hereby declared surplus in accordance with State law and authorizes the Superintendent to dispose of the property in accordance with State law regarding the sale of public property.

The resolution was unanimously adopted.

 

AGENDA ITEM D4 - CANAL ELEMENTARY PROPERTY - RIGHT OF ENTRY

            Rev. Alexander moved, Mrs. Rosamond seconded, approval of the staff recommendation to grant the State of Louisiana, Department of Transportation and Development a Right of Entry for the Canal Elementary Property located in Jeanerette, LA in order to facilitate the installing of piping and catch basins for the Canal Street improvement project, as presented.

The motion was unanimously adopted.

SECTION F - ANNOUNCEMENTS

1.         Information regarding qualifying and election dates is at each member’s place.

2.         School begins this Friday, August 8th.

3.         Live on Passe Partout from Iberia Middle School on Friday.  Interview on the beginning of school.

4.        The budget information for the proposed 2014-15 budget is at your places.  The Special Meeting for the public hearing and to consider the budget will be held on Wednesday, August 27th at 5:30 p.m.

 

SECTION H - ADJOURNMENT

            There being no further business, Mr. Buford moved, Mr. Segura seconded, that the meeting be adjourned.

The motion was unanimously adopted.

The meeting adjourned at 6:15 p.m.
