RECRUITMENT OF SUPERINTENDENT

 

 

When an opening in the Superintendency occurs, the Beauregard Parish School Board shall aggressively recruit in an effort to fill the position with the most capable person available.  The School Board shall consider only those candidates who meet both state and local qualifications and who display the ability to successfully carry out the duties of the Superintendent.

 

A parish or city school superintendent must meet the following criteria:

 

1.

Hold a valid Type A Louisiana Teaching Certificate.

 

2.

Have had five (5) years of successful school experience (state, parish, or city) as a superintendent, assistant superintendent, supervisor of instruction, or principal in a state-approved system, or experience certified as equivalent to any of these by the Board of Elementary and Secondary Education (BESE).

 

3.

Hold an earned master’s degree from a regionally accredited institution of higher education.

 

4.

Have completed 48 semester hours of graduate credit, to include the following:

 

A.

Thirty (30) semester hours in educational administration and supervision of instruction, to include the following:

 

  1. Foundations of (Introductory) Educational Administration or Theory of Educational Administration
     

  2. School Law
     

  3. Principles of Instructional Supervision (Elementary or Secondary)
     

  4. School Community Relations
     

  5. Principalship (Secondary or Elementary School)
     

  6. School Finance
     

  7. Twelve (12) semester hours of electives in educational administration and instructional supervision from School Facilities: School Personnel Administration; Group Dynamics; Office and Business Management; Clinical Supervision or Internship or Practicum in Educational Adminis­tration or Instructional Supervision, Program Development and Evaluation (in professional education or areas outside professional education).
     

B.

Twelve (12) semester hours in professional education, to include the following:

 

  1. Three (3) semester hours of Educational Research
     

  2. Three (3) semester hours of History or Philosophy of Education
     

  3. Six (6) semester hours of curriculum (three (3) semester hours at the elementary level and three (3) semester hours at the secondary school level)
     

C.

Six (6) semester hours of electives from cognate fields outside professional education related to educational administration and supervision in business, political science, psychology, sociology, or speech.

 

5.

Assistant superintendents who supervise any part of the instructional program are required to meet the same standards as superintendents.

 

6.

Assistant superintendents for non-instructional areas* shall be certified as a school superintendent or meet the following requirements:

 

  1. A minimum of five (5) years of demonstrated successful administrative experience at a managerial level in education and/or related fields, either in the public or private sector.
     

  2. Possess an earned master’s degree from a regionally accredited institution of higher education in either education administration, business administration, public adminis­tration, or a related area of study including, but not limited to, accounting, finance, banking, insurance and law.
     

The responsibilities assumed by this category of administrators must be related to non-instructional programs and the experience obtained while at that level may not be used for meeting the certification requirements for superintendent.

 

*  Non-instructional areas include finance, management, facilities planning, and ancillary programs.

 

7.

A statement of eligibility for certification as a parish or city school superintendent may be issued upon documentation and verification that the applicant meets the following criteria (Items a-d):
 

  1. Hold an out-of-state teaching certificate with authorization to serve as a school superintendent.
     

  2. Hold an earned master’s degree from a regionally accredited institution of higher learning.
     

  3. Have had five (5) years of successful school experience as a superintendent, assistant superintendent, supervisor of instruction, or principal.
     

  4. Have had five (5) years of successful teaching experience in a properly certified field.

 

A parish or city school superintendent ancillary certificate may be issued to an applicant who has met the requirements of Items 7 A-D above and who is employed to serve in this position in a Louisiana school system. The certificate is valid only for the period and place of employment.

 

The School Board shall advertise and solicit applications from qualified members of the staff and may list the vacancy with placement offices at selected educational institutions in Louisiana and in neighboring states with other educational placement agencies at its discretion. Prior to filling a vacancy, the School Board, at a minimum, shall publish a notice of the vacancy together with a request for the submission of applications to fill the position of Superintendent in accordance with all of the following:

 

  1. On two (2) separate days at least one week apart in the official journal of the School Board.
     

  2. Once in a daily newspaper published in the metropolitan area in the state having a population in excess of one hundred thousand persons that is nearest to the School Board offices, if such newspaper is not the official journal of the School Board.

 

All publication requirements stated above shall be completed at least thirty (30) days prior to action by the School Board to fill the position of Superintendent.

 

When filling a vacancy of the Superintendent, the School Board or any agent acting on behalf of the School Board shall not utilize only oral contacts and interviews of applicants considered, or use any other means to circumvent statutory provisions.  Nothing, however, shall prohibit oral contact prior to a person becoming an applicant or shall prohibit oral contact which may result in a written application or other documents.

 

DISCLOSURE OF APPLICANT’S RECORDS

 

The name of each applicant for Superintendent, the qualifications of each applicant, and any relevant employment history or experience of each applicant shall be available for public inspection, examination, copying, or reproduction as provided for in the statutory provisions governing public records.
