BOARD COMMITTEES
The Beauregard Parish School Board shall establish such committees as it finds desirable. The following will serve as standing committees:
Finance Committee, consisting of all School Board members, shall review, make recommendations and approve all budgets, approve all invoices, make recommendations on all bids, and other financial matters of the Beauregard Parish School Board. The Vice-President of the School Board shall serve as the chairman of this committee.
Advisory Committee, consisting of all School Board members, shall review, make recommendations and approve issues concerning the Beauregard Parish School Board which are not taken up in other committees. The President of the School Board shall serve as the chairman of this committee.
Personnel Committee, which shall review, make recommendations and approve all changes concerning personnel matters in accordance with statutory provisions.
Policy Committee, which shall review, make recommendations and approve all policies of the Beauregard Parish School Board.
The School Board president shall name standing committee chairpersons and members the first meeting following the election of officers annually. The chairpersons and members of committees, other than standing committees, shall be named by the President when such committees are established. The President and the Superintendent or his/her designee, shall serve as ex-officio members of each committee. The School Board President shall appoint committee alternates who will become acting committee members in the event of a standing committee member's absence. In the event of the chairperson's absence at a special or standing committee meeting, the committee members present shall designate a chairman by a voice vote conducted and tallied by the Superintendent. The minutes of the meeting shall reflect such action.
A standing committee may be dissolved at any time by the School Board.
Through resolution, the School Board may create such other committees, standing or temporary, that it may require for better execution of its powers and duties. The functioning of special committees shall be subject to the same requirements as standing committees. A special committee will be dissolved upon completion of its assignments.
All members of the School Board shall serve on the Finance and the Executive Committees. Each member of the School Board shall serve on at least one (1) standing committee as well as the Finance and Executive Committees.
Committee members shall be provided a list of committee functions as approved by the School Board and will meet at the call of the chairperson.
A committee shall not have the power to act for the School Board, except as the School Board has specially authorized an action, but will make recommendations to the School Board. Committee recommendations and reports will become an official part of School Board minutes.
A committee may appoint, subject to school board approval, advisory members from the staff and/or community. These members may not be included in considering whether a quorum of the committee is present, nor may they vote on recommendations to the School Board. However, either an advisory member or an ex-officio member may present in writing a minority report to the School Board.
All meeting of special committees and of standing committees will be open meetings and will be advertised according to the requirements of Louisiana statutes.
The Superintendent shall be responsible to ensure the proper minutes are maintained for all standing and special committee meetings.
A quorum shall consist of a majority of the committee members.
